Telegraphic, telefaxed, or posted tenders will not be accepted. Required returnable forms: MBD 1, MBD 4, MBD 5, MBD 6.1, MBD 8, and MBD 9. Non-responsive submissions (missing any mandatory document) will be disqualified. Only tender documentation issued by the municipality will be accepted.

Evaluation occurs in two stages: Stage 1 (Responsiveness) and Stage 2 (Functionality/Eligibility). Stage 1: Bids must include ALL mandatory documents (MBD forms, Tax Clearance Certificate, CSD Report, CIPC documentation, municipal account status, company profile). Non-responsive bids are disqualified. Stage 2: Bids must score ≥70 points to proceed. Scoring breakdown: Company Experience (max 60 points): Water Infrastructure (3+ projects ≥R50M = 15, 2 projects = 10, 1 project = 5), Wastewater Infrastructure (3+ projects = 15, 2 projects = 10, 1 project = 5), Rural Sanitation (3+ projects ≥R15M = 15, 2 projects = 10, 1 project = 5), Water Conservation/Demand Management (1+ project = 5), Water Service Development Plan (2+ contracts = 10, 1 contract = 5). Qualifications (max 40 points): Senior Civil Engineer (15+ years = 10, 10-14 years = 5), Senior Design/Structural Engineer (10+ years = 10, 5-9 years = 5), Mechanical/Electrical Design Engineer (10+ years = 5 each), Project Manager (10+ years = 5), Site Resident Engineer (10+ years = 5). Bids scoring <70 points are excluded. Final evaluation uses either 80/20 or 90/10 point system per Zululand District Municipality’s SCM Policy.

Scope: Provide civil engineering consultancy services to Zululand District Municipality for 36 months. Assist with business plan preparation, design, and monitoring of quality assurance systems for water supply and rural sanitation infrastructure projects. Deliverables: Business plans, design documents, and quality assurance monitoring reports. Projects must meet construction value thresholds: ≥R50M for water/wastewater infrastructure, ≥R15M for rural sanitation. Compliance with internationally accepted quality standards is required.

Company must have successfully prepared business plans, designed, and monitored: Water Infrastructure projects (1-3 projects, each ≥R50M), Wastewater Infrastructure projects (1-3 projects), Rural Sanitation projects (1-3 projects, each ≥R15M), Water Conservation/Demand Management projects (1+), and Water Service Development Plan revisions (1-2 contracts). Key personnel requirements: Senior Civil Engineer (Degree/BTech + ECSA-PrEng/PrTechEng + 15+ years’ experience), Senior Design/Structural Engineer (10+ years), Mechanical/Electrical Design Engineer (10+ years), Project Manager (PrEngTechni/PrCPM/PrPM + 10+ years), Site Resident Engineer (National Diploma + 10+ years). Attach letters of appointment, consultant assessment forms, CVs, and certified copies of qualifications for verification.

Bidders must demonstrate capability in monitoring and maintaining a quality assurance system for water and sanitation infrastructure projects. Evidence of past project quality assurance monitoring and adherence to internationally accepted standards is required.

Mandatory documents: Valid Tax Clearance Compliance Status Pin Certificate; full CSD Report (not older than 30 days from closing date); CIPC documentation to verify ownership; current municipal account not in arrears for >90 days (or valid lease agreement); company profile with traceable references. All bids must comply with Zululand District Municipality’s Supply Chain Management Policy.
