Bids must be delivered by hand to the bid box at Department of Public Works: Midlands Region, 40 Shepstone Road, Hyde Park, Ladysmith, 3370, before the closing time. Late, telegraphic, telephonic, telex, facsimile, or e-mailed bids will not be accepted. Bids must be submitted on the official forms provided, not retyped, and each page must be initialled. The envelope must be sealed, marked with the bid number and closing date, and contain only documents for this bid. Evaluation is in three phases:

• Phase 1: SCM Administrative Compliance – correctness of bid documents and compliance with bid regulations, including CSD registration and tax clearance.
• Phase 2: Mandatory Criteria – the team must include an Electrical Engineer (Principal Agent and Principal Consultant), a Structural Engineer, and a Mechanical Engineer, all registered as Professional Engineers (Pr. Eng.). Only bids meeting this mandatory requirement are responsive.
• Phase 3: Price and Specific Goals – evaluated using the 80/20 preference point system: 80 points for price, 20 points for specific goals. Specific goals and points: Ownership by Black People (10 points), Promotion of enterprises located in DPWI Midlands Region (10 points). Other listed goals carry 0 points. Bidders must indicate how they claim points and provide the required documentary proof.

The scope is the appointment of a multi-disciplinary professional team for the upgrading and replacement of the standby generator set at Ladysmith Hospital, KwaZulu-Natal. The team must include an Electrical Engineer (Principal Agent and Principal Consultant), a Structural Engineer, and a Mechanical Engineer, all registered as Professional Engineers. Detailed terms of reference are in Section N of the bid document.

Pricing schedules include firm prices (SBD 3.1), non-firm prices (SBD 3.2) with price adjustment formula, and professional services pricing (SBD 3.3) requiring ceiling price, hourly/daily rates, phase costs, man-days, and travel expenses. Offer valid for 90 days from closing date.

Pricing must be submitted on the professional services pricing schedule (SBD 3.3). Bidders must indicate a ceiling price based on the total estimated time for completion of all phases, including all expenses and applicable taxes. Provide hourly and daily rates for personnel, cost per phase, and estimated man-days. Travel expenses are recoverable only at actual cost, with proof required. The offer must be valid for 90 days from the closing date. Rates must be firm for the full contract period; if not, provide the basis for adjustment.

Required compliance documents:

• Central Supplier Database (CSD) registration with National Treasury – provide unique reference and supplier numbers. Not registered at closing time results in disqualification.
• Proof of registration with the relevant council: valid letter of good standing, ECSA registration as Professional Engineer, and valid PrivySeal from ECSA.
