Submit bids in a sealed envelope with bid number (ZNQ UM 3625 U), bidder’s name, and closing date clearly marked. Deposit in the bid box at: KZN Department of Public Works, uMkhanyakude Sub-District, Lot 55D, Fiddlewood Lane, Riverview Road, MTUBATUBA, 3935. Late, faxed, emailed, or telephonic submissions will not be accepted. Bids must be on official forms (SBD 1, SBD 3, etc.)—do not retype. Each page must be initialed. Use of correcting fluid is prohibited. Bids must include: completed pricing schedule (SBD 3), tax compliance (TCS PIN or CSD number), and all mandatory documents. Failure to comply with submission rules (e.g., missing bid number, incorrect forms, late delivery) will result in disqualification.

Evaluation follows a two-phase process: Phase 1 (Administrative Compliance): Correctness of bid documents, compliance with bid regulations (e.g., CSD registration), and bid price indicated on the pricing schedule. Failure here disqualifies the bid. Phase 2 (Mandatory Requirements): Valid proof of registration with the Bargaining Council for Cleaning Services Industry (certified copies) and valid COIDA 1993 registration for cleaning services (certified copies from Department of Labour). Failure here also disqualifies the bid. Phase 3 (Preference Points): 80/20 system applies. 80 points for price (lowest acceptable tender scores highest), 20 points for specific goals: 10 points for Black Ownership (sworn affidavit required), 10 points for enterprise located in King Cetshwayo, uMkhanyakude, or Zululand Municipality (proof: municipal account, lease agreement, or ward councilor letter). B-BBEE status (certificate or sworn affidavit for EMEs/QSEs) is required to claim preference points.

Scope: Rendering of cleaning services for the Department of Public Works and Infrastructure, uMkhanyakude Sub-District, Mtubatuba. Contract duration: 24 months. Bidders must comply with minimum wage requirements as per Bargaining Council for the Cleaning Industry (BCCI) rates. Services must meet the standards and specifications outlined in the Terms of Reference (Section L of the bid document).

Submit firm prices only (non-firm prices will be rejected). Pricing must be in Rand, inclusive of VAT, and valid for 90 days from the closing date (03 June 2026). Complete the pricing schedule (SBD 3) with the total bid amount in words and figures. Payment terms: Within 30 days of invoice receipt. Contract form (SBD 7.2) must be signed if awarded.

Mandatory: Registration on the Central Suppliers Database (CSD) — failure to register by closing date disqualifies the bid. Submit CSD number or Tax Compliance Status (TCS) PIN from SARS (apply via www.sars.gov.za). For consortia/joint ventures, each party must submit separate TCS/CSD documentation. Valid Bargaining Council for Cleaning Services Industry registration (certified copies). Valid COIDA 1993 registration for cleaning services (certified copies from Department of Labour). B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) required to claim preference points.
