The contract covers a defined list of items including milk, tea, coffee, sugar, biscuits, cleaning products and kitchen accessories, with delivery required within seven working days of an official order. Bids are evaluated on an 80/20 price and specific-goals basis, and bidders must demonstrate a north-west locality footprint as a mandatory requirement. The most consequential consideration is that failure to provide the mandatory locality proof results in automatic disqualification.
