Bids must be submitted in a sealed envelope, marked with the tender number and description, and the bidder's name and address. Deposit in the Tender Box at Joburg Theatre, 1st Floor, 163 Civic Boulevard, Braamfontein, before 12:00 on 04 September 2026. Late bids will not be accepted under any circumstances. Bids must be on official forms, completed in black ink, not retyped, and submitted in the same order as issued. All required documents must be included. Evaluation is in three stages: Stage 1 – Administrative Requirements; Stage 2 – Functionality; Stage 3 – Price and special goals. Functionality includes technical compliance, personnel credentials and experience, site organogram, company previous experience, and approach paper/method statement. Bidders must have completed at least 5 projects of similar size and nature. Price must be firm and valid for 120 days. B-BBEE points are claimed via MBD 6.1 under PPPFA 2022 regulations.

Supply and install a UNIBLOCK auditorium seating system or approved equivalent. Scope includes removal of existing seating where instructed, supply of new fixed and removable seating, floor anchoring, numbering, armrests, upholstery, end and aisle panels, finishing trims, alignment, testing, commissioning, cleaning, staff training, warranties, and manuals. Seating must comply with SANS 10400, SANS 10177, ISO 7173, EN 12727, BS 5852, EN 1021-1, EN 1021-2, and CAL TB117 where applicable. Minimum dimensions: backrest height approx. 950 mm, seat centres 520–560 mm, seat depth up approx. 540 mm, down approx. 750 mm. Leg assembly steel or cast aluminium, corrosion resistant, powder coated, concealed floor fixings. Backrest high-density polyurethane foam with internal frame and impact-resistant shell. Seat auto-return, quiet, spring-assisted. Upholstery fire retardant, stain resistant, min. 160,000 Martindale cycles, colour Maroon/Acapulco Leather L/05. Fire performance per BS 5852, EN 1021-1/2. Acoustic features to minimise sound reflection. Accessories include armrests, numbering, end panels, concealed fixings, protective covers; optional cup holders and accessibility accessories. Manufacturer must have at least 5 years' experience and provide 5-year warranty on structural frame, welds, fasteners, mechanisms, foam, upholstery workmanship, and manufacturing defects.

Bidder must submit an installation methodology as part of submittals. Installation must be executed in accordance with approved specifications, applicable legislation, SANS, industry standards, manufacturer requirements, and JCT's site, operational, health and safety requirements.

Bidder must provide examples/references of similar works performed. Manufacturer must have at least 5 years' experience manufacturing auditorium seating and demonstrate successful installations of similar systems. Bidder must provide proof of successful completion of a minimum of 5 projects of similar size and nature.

Seating system must comply with SANS 10400, SANS 10177, ISO 7173, EN 12727, BS 5852, EN 1021-1, EN 1021-2, and CAL TB117 where applicable. Equivalent international standards acceptable. Bidder must submit product brochures, technical specifications, shop drawings, seating layout drawings, material samples, upholstery samples, colour samples, fire certificates, durability test certificates, manufacturer warranties, installation methodology, and maintenance instructions. Manufacturer must have at least 5 years' experience, demonstrate successful installations, operate a recognised quality management system, provide products for heavy public use, and use trained installation personnel.

Tenderer must supply all price information required in the price schedule; failure invalidates the tender. Prices must be in South African Rand, VAT inclusive, net of discounts. Include cost of supply, transport, delivery, off-loading, labour, equipment, materials, and all other costs without extra charges. No price escalation unless specifically stated. Tender price valid for 120 days after closing date.

Bidders must be registered on the Central Supplier Database (CSD) at time of submission. Provide valid SARS Tax PIN and VAT registration certificate (or rationale if not VAT registered). Submit B-BBEE certificate or sworn affidavit for EMEs/QSEs. Provide CIPC registration documents, COIDA letter of good standing, certified ID copies of directors/members. Each party in a joint venture must submit separate tax clearance and CSD number. Bidders must not be in the service of the state. Failure to submit valid B-BBEE certificate results in zero preference points.

Contractor must comply with the Occupational Health and Safety Act and all relevant regulations, including for all employees and other contractors on site. Provide a suitable health and safety plan appropriate for the contract. Comply with all laws relating to wages and conditions of employment. Prior to commencement, provide written proof of registration as an employer under the Compensation for Occupational Injuries and Diseases Act, and remain registered for the contract duration.

Contract duration: 36 months from appointment, subject to satisfactory performance, compliance, annual reviews, and budget availability. No minimum work guaranteed; work issued via purchase orders as required. Contractor responsible for completing orders issued before expiry, including warranty and defects liability. Extensions subject to legislative framework, SCM policy, performance, and written approval.

Warranty: Goods must be new, unused, current models, free from defects. Provide 5-year manufacturer's warranty covering materials and workmanship, excluding normal wear and tear. JCT to notify claims; supplier to repair or replace without cost. If supplier fails, JCT may take remedial action at supplier's risk and expense.

Amendments: Only by written amendment signed by both parties. Rates firm; no price variation or escalation. Assignment prohibited without JCT's prior written consent.

Delays: Supplier must notify JCT in writing of any impediments. JCT may extend time with or without penalties. If delay, JCT may purchase substitutes and claim damages, or cancel. Penalties: JCT may deduct from contract price a sum calculated using current prime interest rate per day of delay, and may consider termination.

Indemnity: Contractor uses JCT's premises at own risk and indemnifies JCT against loss, damage, injury, or death, except for willful acts or gross negligence by JCT.

Insurance: Contractor must maintain public liability insurance and insure own possessions and equipment. JCT may arrange insurance if contractor fails, and contractor must provide proof after award.

The contract shall be valid for a period of thirty-six (36) months from the date of appointment, subject to satisfactory performance, continued compliance, annual performance reviews, and availability of approved budget. The appointment does not guarantee any minimum value of work; work is commissioned on an as-and-when-required basis through purchase orders. The contractor remains responsible for completion of any purchase order issued before expiry, including warranty and defects liability obligations. Extension of contract period is subject to legislative framework, SCM policy, satisfactory performance, and prior written approval.

Bidder must be a single legal entity and the same entity that will execute the bid. Fronting for another entity is grounds for immediate disqualification. Bidder must be registered on the Central Supplier Database (CSD) at the time of submitting the bid. Bidder must have an office within the Johannesburg Municipality, with the address indicated as domicilium citandi et executandi. Bidder must provide proof of successful completion of a minimum of 5 projects of similar size and nature. Bidder must submit all required documentation as per the checklist, including entity registration, tax clearance, CSD summary, B-BBEE certificate, municipal rates and taxes invoice or lease agreement, audited financial statements or PIS calculation, COIDA letter of good standing, and certified ID copies of members/directors.

Bids will be evaluated in stages: Stage 1 – Administrative Requirements, Stage 2 – Functionality, Stage 3 – Price and special goals. Evaluations will be based on templates prepared by evaluation committees prior to opening. The criteria may not be altered after opening unless it does not disadvantage any bidder. The bid will be evaluated in accordance with SCM regulations, MFMA, PPPFA and Preferential Procurement Regulations 2022, and the GCC.
