Mandatory Criteria: OEM letter or Appointed Agent letter, current banking details on bank letterhead with stamp, certified copies of all shareholder certificates with detailed breakdown, shareholder agreement if multiple shareholders. 3. Functional Evaluation: Minimum 70/100 points across: compliance proof (30%), specification compliance (40%), after-sales support (10%), installation/training (10%), previous sales record (5%), warranties/guarantees (5%). 4. Tax compliance throughout contract term. 5. B-BBEE compliance for SA companies. 6. No conflicts of interest, no anti-competitive conduct.

Scope: Supply and delivery of a Doppler Radar System for ballistic testing of medium calibre ammunition.

Key Requirements:

• The system must comply with NATO EPVAT (“Electronic Pressure Velocity and Action Time”) uniform test methods, Stanag 4569, Stanag 2920, AEP55, and AEP97.
• It must be capable of detecting projectiles of calibres from 12.7 mm to 35 mm. Ability to detect smaller calibres is an advantage.
• Only suppliers adhering to the required functional specifications will be considered.

• Denel PMP is inviting suitably qualified, reliable, and experienced service providers with proven capabilities.
• A record of previous sales of the same or similar equipment is an evaluation criterion, weighted at 5% of the functionality score.

• The core requirement is the supply of a Doppler Radar System that complies with specific NATO standards (EPVAT, Stanag 4569, Stanag 2920, AEP55, AEP97) for ballistic testing.
• Proof of compliance with these standards is a critical evaluation criterion, weighted at 30% of the functionality score.
• Compliance of the offered system with the tender specifications is weighted at 40% of the functionality score.
• Statements on after-sales support, installation, training, guarantees, and warranties are required and form part of the quality assessment.

• Bidders must complete the Schedule of Rates/Price Proposal (Annexure A).
• The pricing schedule must itemise costs for each deliverable (Doppler Radar Antenna Unit, Junction Box, Signal cable, Tripod, Operating system, ROF Measurement, Muzzle flash detector kit, Installation and training).
• Prices must be broken down per unit, with totals excluding and including VAT clearly shown.
• This annexure must be placed in the separate 'Price and Preference' submission envelope.

Pricing Requirements:

• All prices must be quoted in South African Rand (ZAR) on a fixed price basis, inclusive of all applicable taxes.
• Prices subject to confirmation will not be considered.
• Complete the detailed Schedule of Rates/Price Proposal (Annexure A) with itemised costs.
• The pricing annexure must be placed in the separate 'Price and Preference' envelope.

Payment Terms:

• Payment will be made according to the terms stipulated in the eventual Service Level Agreement (SLA)/contract.
• Payment will only be made after acceptance of the goods/services by PMP.

General Financial Conditions:

• The tender constitutes a binding offer.
• Changes to price proposals after the closing date and time will not be considered.
• The purchaser reserves the right not to accept the lowest priced proposal.

Tax Compliance (for South African companies):

• Bidders must be tax compliant. Provide a valid Tax Clearance Certificate (TCC) or SARS e-Filing PIN.
• Bidders must be registered on the Central Supplier Database (CSD). A CSD number must be provided if no TCS PIN is available.
• For consortia/JVs/sub-contractors, each party must meet these requirements.

B-BBEE Compliance (for South African based companies):

• Submit a valid B-BBEE status level verification certificate or a sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Exempted Micro Enterprises (EMEs) with annual revenue ≤ R10 million must submit a certificate from a registered independent auditor or accredited verification agency.
• Other enterprises must submit an original/certified copy of their B-BBEE certificate.
• Joint Ventures/Consortia must submit a signed agreement or written confirmation of intent, detailing the percentage split and responsibilities, along with B-BBEE proof.

General Registrations:

• Submit a certified copy of the company registration with CIPC.
• Provide the company's VAT registration number.

Other Mandatory Documents:

• Complete and submit SBD 4 Declaration of Interest.
• Complete and submit SBD 6.1 (Preference Points Claim Form) with supporting B-BBEE proof.

General Contractual Framework:

• The tender process is governed by detailed terms and conditions in Part C of the document.
• Key conditions include rules on confidentiality, anti-competitive conduct, conflict of interest, and the prohibition of improper assistance or canvassing.
• Tenders must remain valid for acceptance for 180 days from the closing time.
• The purchaser (Pretoria Metal Pressings a Division of Denel SOC) reserves extensive rights, including the right to reject any tender, cancel the process, or negotiate with tenderers.
• A formal Service Level Agreement (SLA) or contract will be signed with the successful tenderer; no contract exists until then.
• The process is governed by South African law, and all submissions must be in English with costs in ZAR.
