• Deposit the envelope in the tender box at ground floor, AbaQulusi Local Municipality, corner of High and Mark Street, Vryheid 3100.
• The closing date is 05 August 2026 at 12h00. Late bids will not be accepted.
• You must use the official tender documents provided (do not re-type).
• A non-refundable bid fee of R 2000.00 is payable to AbaQulusi Municipality. An administration cost of R 1500.00 applies if you print the document yourself. Proof of payment is required.
• The tender will be valid for 90 days after the closing date.
• Failure to fully complete all Municipal Bidding Documents (MBDs) will result in disqualification.
• Service providers not on the Municipal Database must collect forms from the SCM office or download from www.abaqulusi.gov.za and submit with the bid.

Bidders must be registered on the Central Supplier Database (CSD). No bids accepted from persons in service of the state, their relatives, or municipal advisors/consultants. Tax matters must be compliant. Foreign suppliers must complete a specific questionnaire. Bidders must have CIDB grading 1 or higher. The company must not be listed on the National Treasury's Restricted Supplier Database or Register for Tender Defaulters.

• Scope: Renovation of the Mondlo Thusong Centre.
• Detailed works include:

• Replace damaged ceiling boards in reception, kitchen, and boardroom (55 m²).
• Supply and apply Rhinolite for ceiling boards (55 m²).
• Paint walls in kitchen and boardroom with two coats (116 m²).
• Provide and apply Plascon rubberiser for leaking areas, gutters, and reception (86.5 m²).
• Supply and install aluminum under flashing for SASSA foyer roof (40m).
• Replace skirting of ceiling in the boardroom (60m).
• Remove existing ceiling boards in ten offices, fix damaged frames, and re-install ceiling (305 m²).
• Replace damaged aluminum strips on existing ceiling (120m).
• Replace door locks and mechanisms for SASSA and Home Affairs aluminum doors (6 units).
• Repair drywall at the SASSA office (12 m²).
• Tint a 1x1.5x300mm window at Home Affairs office with heavy-duty tinting (1 unit).
• Service provider to provide own scaffolding and transport (lump sum).

• Bidders must have relevant experience and provide a reference letter.
• CIDB grading of 1 or higher is required.

• Provide a reference letter demonstrating relevant experience.
• Hold a CIDB grading of 1 or higher.
• Submit certified copies of identity documents for all directors and owners.

• Your pricing must be submitted on the provided pricing schedule.
• Ensure your quoted price covers all specified works and includes VAT.
• You are responsible for the accuracy of your price and calculations.

• Your quoted price must cover all goods and works specified in the bidding documents.
• You accept full risk for any mistakes in pricing or calculations.
• You must confirm that your bid is correct and valid.
• The bidder or its directors must not have municipal rates, taxes, or charges in arrears for more than three months.
• The bidder must not have had a contract terminated by any organ of state in the past five years for failure to perform.

• Mandatory registration on the Central Supplier Database (CSD). No award will be made if not registered.
• Submit a valid Tax Compliance Status (TCS) PIN from SARS or a printed TCS certificate. Foreign suppliers must complete a pre-award questionnaire.
• Submit a valid B-BBEE certificate from a registered accountant or an original sworn affidavit from a Commissioner of Oath.
• Submit a valid copy of the company registration document.
• If the bid value is above R10 million, submit audited three-year Annual Financial Statements (AFS).
• Submit a certified current municipal account for water/electricity/rates (not older than three months) or a lease agreement.
• Submit certified copies of identity documents for all directors and owners.
• No awards to persons in the service of the state, their advisors, or consultants.
• Complete all Municipal Bidding Documents (MBDs) including MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points), MBD 8 (Past SCM Practices), and MBD 9 (Certificate of Independent Bid Determination).

• The successful bidder must sign a written contract form (MBD7).
• The contract includes the bidding documents, General Conditions of Contract, and any Special Conditions.
• Fraudulent claims for preference points can lead to disqualification, contract cancellation, cost recovery, restriction from public sector business for up to 10 years, and criminal prosecution.

• The evaluation uses the Preferential Procurement Regulations.
• Points are awarded for Price (80 points) and Specific Goals (20 points).
• The specific goals are based on HDI Equity ownership.
• The applicable preference point system (80/20 or 90/10) will be determined based on the lowest acceptable tender.
• Bidders must submit proof to claim points for specific goals.
