• Submit fully completed bid documents in a sealed envelope, clearly marked with: Tender No: 8/3/1-07/2026, title, and closing date. Include the name of the tenderer. Place the envelope in the tender box at Secunda Head Office, Horwood Street, CBD Secunda, 2302 by no later than 12:00 on 10/07/2026. The envelope must be endorsed with the tender number, title, and closing date.
• Telegraphic, telephonic, telex, facsimile, e-mail, unmarked, or late bids will not be accepted under any circumstances. The tender box will be emptied immediately after closing time.
• Required compulsory documents (failure to submit will result in disqualification):
• Copy/print of Tax Compliance Status PIN (for verification by the municipality).
• Copy of Director/s or Company Municipal rates (not older than 3 months and not in arrears for more than 3 months) OR a valid Lease Agreement OR a stamped letter from tribal authority (if situated in an unproclaimed area).
• CSD (Central Supplier Database) summary report.
• Joint Venture Agreement (if applicable).
• All relevant forms completed in full: MBD3.1, Form of Offer, MBD4, MBD6.1, MBD8, MBD9, Resolution of Board of Directors.
• Documents will be screened, vetted, and verified. Submission of forged or false documents may result in elimination, blacklisting from the Municipality, listing on the National Treasury database of restricted service providers, and potential fraud/criminal cases opened with SAPS. Submit authentic documentation only.
• Bid documents and specifications will be available from 09 June 2026 at the Cashier’s point upon payment of a non-refundable fee of R1000.00.
• The municipality reserves the right to withdraw the invitation to bid, re-advertise, reject any bid, or accept part of a bid. It is not bound to accept the lowest bid or award the contract to the highest-scoring bidder.

• Scope: Appointment of a panel of not more than ten (10) service providers for the cleaning and maintenance of conservancy tanks, VIP toilets, and mobile toilets.
• Duration: 36 months, as and when required.
• Invitation: In terms of Section 110 of the Municipal Finance Management Act, 2003.

• Non-refundable fee of R1000.00 for bid documents and specifications.
• The municipality does not bind itself to accepting the lowest bid or awarding the contract to the highest-scoring bidder. It reserves the right to reject any bid or accept part of a bid.

• Mandatory registration on the Central Supplier Database (CSD).
• No awards will be made to:
• Persons in the service of the state.
• Non-natural persons where any director, manager, principal shareholder, or stakeholder is in the service of the state.
• Advisors or consultants contracted with the municipality or municipal entity.
• Compulsory documents:
• Tax Compliance Status PIN (for verification).
• Proof of Municipal rates payment (not older than 3 months and not in arrears for more than 3 months) OR valid Lease Agreement OR stamped letter from tribal authority (if in an unproclaimed area).
• CSD summary report.
• Joint Venture Agreement (if applicable).

• Documents submitted will be screened, vetted, and verified.
• Submission of forged or false documents may result in:
• Elimination from the bid process.
• Reporting to National Treasury and blacklisting from doing business with the Municipality.
• Listing on the National Treasury database of restricted service providers.
• Fraud or criminal cases opened with SAPS.
• Bidders are advised to submit only authentic documentation.

No awards will be made to:

• Persons not registered on the Central Supplier Database.
• Persons in the service of the state.
• Non-natural persons where any director, manager, principal shareholder, or stakeholder is in the service of the state.
• Advisors or consultants contracted with the municipality or municipal entity.

Bidders will be evaluated on their ability to execute the project in terms of MFMA SCM Regulation 28(1)(b). A preferential point system applies, with 80 points allocated for price and 20 points for specific goals (Race: 6, People with Disability: 2, Youth: 2, Woman: 2, Locality: 8).
