Provide all returnable documents listed under Administrative Compliance. Required items include: company registration (CK) for each partner, signed and initialed tender document pages, tax compliance confirmation (CSD report will be generated), completed Form of Offer (figures and words), all MBD forms fully completed and signed, authority letter for signatory, JV agreement (lead partner ≥51% share), CIDB Grade 8CE registration proof, municipal rates/taxes clearance (no arrears >90 days) with supporting letters/lease agreements or sworn affidavits as applicable, certified ID copies of directors/shareholders, and BOQ filled in black ink with all amendments initialed. Three‑phase evaluation:

1. Administrative Compliance – bids screened for completeness; any deviation leads to disqualification.

2. Functionality – technical scoring out of 100 points. Minimum 70 points required to proceed. Scoring breakdown:

• Company experience (30 points) – submit 1‑5 appointment letters/completion certificates for civil engineering roads & stormwater projects (minimum R30 million total value).
• Financial viability (25 points) – provide guarantee letter of intent (R20 m = 25 pts, R16‑19 m = 20 pts, R10‑15 m = 15 pts, R5‑9 m = 10 pts).
• Personnel qualifications (25 points) – CVs, IDs, and proof of registration for Project Manager (10 pts), Site Manager (5 pts), Foreman (5 pts), Safety Officer (5 pts).
• Plant ownership/lease (20 points) – list and attach proof of ownership or lease agreements for required equipment.

Bidders scoring <70 are disqualified.

3. Pricing & Specific Goals – 90/10 point system. Price (90 pts) based on firm BOQ rates; Preference points (10 pts) awarded for local content (RSA address on CK). Only firm prices accepted; separate schedules required for different delivery points.

Scope: Supply labour, materials and plant for construction of roads and stormwater network and ancillary works at Mashifane Park (Phase 2 & 3). Works include barricading, trench excavation, pipe laying, backfilling, manhole and kerb construction, road layers, stabilization, asphalt paving, pavers, markings, sidewalks, speed‑humps, signage, and service sleeves. Contractor must manage and supervise SMME subcontractors (≈30 % of works) and provide guarantees, quality control and OHS compliance as per the tender document.

Pricing must be submitted as firm prices in the BOQ; non‑firm prices will be rejected. Separate pricing schedules required for each delivery point if applicable.
