Disqualification risks:

Bidders must submit a completed and signed SBD 3.1 Pricing Schedule, SBD 6.1 Preference Points Claim Form, valid B-BBEE certificate or sworn affidavit (for EMEs/QMEs), and proof of tax compliance (SARS). All documents must be combined into a single PDF per parcel and submitted via the e-Submission system before the closing time.

Evaluation is in three stages:

• Stage 1 (Administrative): valid SARS Tax Compliance Status PIN, CSD registration, completed and signed SBD 1, SBD 4, and POPIA consent.
• Stage 2 (Mandatory): minimum of two reference letters for supply and delivery of PPE, completed within the past 5 years, on the client's letterhead, signed by an authorised representative, with contact details for verification. Letters of appointment, project award notifications, or contracts are not accepted as substitutes.
• Stage 3 (Price and Specific Goals): 80/20-point system. Price is allocated 80 points; preference points for specific goals are allocated 20 points.

Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the price under consideration and Pmin is the price of the lowest acceptable tender.

Preference points (20 points) are awarded for:

• 51% Black Owned suppliers: 10 points, evidenced by CSD report, CIPC documents, shareholder certificates, ID copies of shareholders, and a valid B-BBEE certificate or sworn affidavit.
• 30% Black Woman Owned suppliers: 10 points, evidenced by the same documents.

Bidders must claim preference points in SBD 6.1 and provide valid proof to substantiate claims.

Bidders failing any mandatory requirement are deemed non-responsive and excluded from further evaluation.

Scope: supply and delivery of Personal Protective Equipment (PPE) to ATNS stations/sites on an as-and-when-required basis.

Contract duration: stated as two (2) years in the tender title and five (5) years in the body of the document; the discrepancy is unresolved.

• Safety boots: anti-static, oil/fuel/water resistant, 200J steel toe cap, heat resistance up to 300°C, steel midsole, sizes UK 3-13, SABS approved.
• Waterproof thermal hiking boots, extreme cold weather snow boots (temperature rating approx -40°F), general purpose gumboots (CE approved to EN ISO 20347:2012 OB-SRA).
• Protective clothing: dust coats (65/35 polycotton twill, royal blue), flame-retardant overalls (100% cotton or 88% cotton/12% nylon, 300-340gsm), reflective work trousers and jackets (50mm yellow & silver reflective tape), two-piece denim work suit (100% cotton 12oz denim), acid and flame resistant work suit, reflective hooded jacket (100% polyester Oxford with PVC/PU coating, ATNS logo branding), raincoats, high-visibility rain jackets and trousers, disposable chemical protective coveralls, pinafores, insulated down jackets (80/20 down).
• Hats: cricket hat (branding area 80mm x 60mm), beanie, safety helmet (SANS 1397, EN397, CE approved, electrical insulation up to 2000V).
• Gloves: executive leather gloves, lightweight coated work gloves (cut level 3), double-dipped nitrile gloves, inner gloves.
• Ear protection: safety ear muffs (NRR min 25 dB), corded reusable ear plugs (SNR 28, NRR 24).
• Eye protection: indoor/outdoor safety spectacles (EN166, ANSI Z87.1), grey safety spectacles (ANSI Z87.1, EN166, CSA), anti-fog safety goggles (ANSI Z87.1).
• Branding: embroidery of company logo, employee name and surname where required.

Mandatory requirement: minimum of two reference letters for supply and delivery of PPE, completed within the past 5 years. The scope of work is the supply and delivery of PPE to ensure safety at ATNS stations/sites. All PPE must meet applicable safety standards (SABS/SANS, EN, ANSI, CE) as specified in the item specifications. ATNS may disregard a bid if the bidder or any director has abused the SCM system, committed fraud, or failed to perform on a previous contract; such actions will be communicated to National Treasury.
