• Provide engineering services to support community development and contractor training initiatives.
• Ensure compliance with SANRAL standards, including TMH11 for survey work and the South African Road Safety Audit Manual for safety audits.
• Facilitate capacity development in road safety and engineering practices through structured audits and training programs.

Road Safety Audit Focus:

• Proactive tool to reduce road safety risks without waiting for crash data.
• Aims to create a forgiving, self-explaining road environment that meets the needs of all users.
• Capacity development is a priority, with SANRAL leading efforts to train and accredit Road Safety Auditors.
• Audits are mandatory for New Facilities and Upgrading Projects, with optional stages for other project types.

Closing date: 2 March 2019. Completion meeting to be conducted as part of the Road Safety Audit process.

Scope: Consulting engineering services for community development project and small contractor training and development in Steynsburg along R56 Section 2 (km 0 to km 30).

Survey Requirements:

• Survey must comply with TMH11 version 3.0 (April 2017), specifically Chapters 1, 2, 3, and 12, which are relevant to all surveys.
• Topographical surveys must adhere to TMH11 Sections 6.1, 6.2, 6.6, 6.7, 6.8, and 6.9 where applicable.
• Survey areas must be clearly indicated on a photo/Google image or attached as Annexure A.
• Existing road surveys must show start and end points on a photo/Google image.
• Borrow pit and quarry surveys must comply with TMH11 Sections 6.5.1, 6.5.2, and 6.5.3.
• Site surveys for structures (bridges, culverts, gantries) must follow TMH11 Sections 6.4.1 to 6.4.5 and 8.7.1 to 8.7.6.
• Structural surveys for existing structures must comply with TMH11 Chapter 14 and Section 8.7.
• Monitoring surveys (structures, slopes, surfaces) must follow TMH11 Chapter 9.
• Permanent survey control must be established as per TMH11 Chapter 5 if required.
• Digital CAD drawings may be required in Microstation or AutoCAD formats.
• DTMs may be required in Microstation TIN, AutoCAD TIN, Model Maker, or Civil Designer formats.
• Hard copy or digital drawings in A0 size may be required.
• Ground survey detail and DTMs may need to be spliced into photogrammetric/LiDAR surveys (TMH11 Section 6.8).
• Field and office check surveys may be required (TMH11 Chapter 13).
• Compliance certificate must be submitted on completion (TMH11 Section 1.13 and Annexure 23).
• Survey must be undertaken by a registered surveyor or under the supervision of a registered Partner/Director of a survey organization (TMH11 Chapter 1.18).

Road Safety Audit Requirements:

• Road Safety Audits must be conducted for New Facilities and Upgrading Projects (Strengthening and Improvement).
• Minimum of 3 audits for New Projects, 2 for Upgrading Projects (Strengthening or Improvement).
• Audit stages include Feasibility/Preliminary Design, Preliminary/Draft Design, Detail Design, Construction (optional), and Pre-opening (optional).
• Road Safety Audit Team must include a Team Leader and at least two additional members.
• Team Leader must be a Registered Professional Engineer or Technologist with ECSA (or equivalent), with 10+ years in Road Safety Design, Traffic/Transportation Engineering, or Geometric Design, and must have completed a recognized Road Safety Audit course (5 CPD points) within the last 5-8 years.
• Team Members must have a Diploma/Degree in Engineering or equivalent, 3+ years of experience in relevant fields, and must have completed a recognized Road Safety Audit course (5 CPD points).
• Engineering Service Provider (Main Consultant) must develop the Scope of Works for the Audit Team, recommend team composition, request quotations, and manage the audit process.
• Audit process includes Project Information Review, Site Inspections, producing Audit Reports, Completion Meetings, Response Reports, and implementing design changes.
• Close-out procedure requires formal sign-off by SANRAL Project Manager on responses to audit findings.

General Compliance:

• Non-compliance with municipal spatial planning and land use management provisions (e.g., building lines, FAR restrictions, zoning) must be reported in writing and rectified or condoned.
• SANRAL is exempt from certain provincial planning approvals (LUPA sections 36(1) and 38(1)) for subdivisions and consolidations under this agreement.
• Municipality must publish a notice of exemption within 60 days of agreement signature (LUPA section 43).
• SANRAL may apply for additional exemptions under LUPA section 53(3) if required.

Project-Specific Compliance:

• Survey work must be conducted by or under the supervision of a registered surveyor (TMH11 Chapter 1.18).
• Road Safety Audits must follow the South African Road Safety Audit Manual (May 2012) as adopted by SANRAL.
• Public participation and intergovernmental consultation processes must align with SPLUMA and SANRAL Act requirements.
• Land development applications submitted by SANRAL must include a list of approvals sought, motivation, this agreement, and annexures.
• Certificate of Compliance and Authorisation must be issued by the Municipality within 10 days of request, following approval of the land development application.
