• Collect tender documents at OR Tambo House (Room 101B, 1st Floor, Cnr St Andrews Street & Markgraaff Street, Bloemfonstone) from 08 May 2026, 09:00‑14:30.
• Pay a non‑refundable cash deposit of R1 282.00 on collection (exact amount, cash only).

• Disqualification risks: incomplete/unsigned documents, missing deposit, late/telco/faxed submissions, non‑compliance with CIDB grading, tax non‑compliance, fraudulent information, suspended CIDB status, incomplete BOQ, photocopied documents.

Stage 1 – Mandatory requirements (documents, CIDB 7SI+, CSD PIN, tax compliance, CIPC registration, Letter of Good Standing, SBD 1 & 4, Annexure D, financial statements, black‑pen submission). Failure to meet any mandatory item may lead to disqualification. Stage 2 – Functional (technical) scoring: total 165 points; minimum 124 points required to proceed to price evaluation. Points awarded for:

• Contractor capacity – number of lift projects >R3.6 m (5 projects = 25 pts, 4 = 20 pts, etc.).
• Key staff qualifications – Mechanical Engineer (ECSA‑registered, ≥7 yrs) up to 25 pts; Lift Inspector, Site Foreman, etc.
• Supporting documents must be originally certified, ≤6 months old. Stage 3 – Price and Preference: 80/20 or 90/10 point system. Price score up to 80 or 90 points (lowest acceptable price = Pmin). Preference points (up to 20 or 10) awarded for specific goals (Free‑State ownership, gender, race, youth, disability) with required documentation (CIPC, CSD, ID, medical certificate). Total possible 100 points (price + preference).

Scope: Decommission 13 existing passenger lifts, design, supply, deliver, install and commission 13 new lifts at Free State provincial government buildings; possible additional lifts as required.

• Contractor must hold CIDB grading 7SI or higher (active at closing).
• Demonstrated capacity: minimum 1‑5 completed lift projects ≥R3.6 million each, completed between 01 Apr 2019 and closing date.
• Key personnel:
• Mechanical Engineer (BEng/BSc, ECSA‑registered PRENG, ≥7 yrs similar lift work).
• Lift Inspector (NQF 6, ≥7 yrs).
• Site Foreman/Lift Technician (≥5 yrs).
• All key staff must provide certified qualifications, SAQA evaluation for foreign credentials, and sworn affidavit.
• Required documentation: appointment letters, completion certificates, stamped reference letters (originally certified, ≤6 months old).
• Project methodology must include risk management, OHS compliance, detailed installation & commissioning steps, and a project execution timeline.

• Pricing to be submitted inclusive of VAT.
• Non‑refundable bid deposit R1 282.00 payable in cash on document collection.
• Bid validity: 90 days from closing date.
• Submit Annual Financial Statements Declaration for the preceding financial year (income statement, balance sheet) and latest audited financial statements (≤2 years old).
• Provide cash‑flow projection and operating cash‑flow ratio (≥1 = 5 pts, 0.5‑<1 = 4 pts, ≤0.5 = 3 pts, ≤0 = 2 pts).
• Proof of UIF compliance required before appointment.
• All financial documents must be signed by a registered professional accountant.

• Provide South African Revenue Service (SARS) PIN and/or CSD MAAA number for tax compliance verification.
• Valid CSD registration report (separate for each JV/partner).
• CIDB grading 7SI+ (active).
• Certified copy of CIPC company registration for each entity.
• Letter of Good Standing (COIDA) for each entity.
• Complete SBD 1 and SBD 4 (separate for each JV/partner).
• Annexure D (Compulsory Declaration) and Annexure A/B as required.
