Valid QCTO accreditation for Railway Track Master: SAQA ID 119662 with curriculum title/code Railway Track Master: 734212-000 (mandatory disqualifying requirement). 2) Registered on CSD (except foreign suppliers with no local entity). 3) Tax compliant with valid SARS PIN. 4) No directors/members/partners in service of the state. 5) Must submit all mandatory returnable documents at closing. 6) Must comply with all applicable national and local laws.

Scope: Appointment of a qualified service provider to facilitate a Track Master training programme for PRASA employees over a 12-month period.

Key Requirements:

• The training leads to the Railway Track Master qualification (SAQA ID 119662, code 734212-000).
• The final integrated external assessment must be conducted at a QCTO-accredited registered assessment site in a simulated environment.
• Assessment includes a knowledge/theory test and practical tasks observed by NAMB-registered assessors, conducted over a minimum of two days.
• The qualified learner must be able to execute basic and specialised railway construction, maintenance, and rehabilitation tasks (NQF Levels 2-4), and manage rail construction and maintenance projects.
• External assessors used by the service provider must:

• Hold a recognised qualification or trade accepted by the industry for a Railway Track Master position.
• Have at least five years of practical experience as a practising Railway Track Master.

• Learners must provide a completed and signed Statement of Work Experience, proof of successful completion of required subjects/modules, and a signed logbook to qualify for the external assessment.

• External assessors deployed by the service provider must:

• Possess a recognised qualification or trade accepted by the industry for a Railway Track Master position.
• Have at least five years of practical experience working as a practising Railway Track Master.

• Learners must provide a signed Statement of Work Experience and a completed logbook to qualify for the external assessment.

• The training provider must have QCTO accreditation for the Railway Track Master qualification (SAQA ID 119662, code 734212-000).
• The final assessment must be conducted at a QCTO-accredited site, involving theory and practical evaluation by NAMB-registered assessors over at least two days.

• Use the attached pricing schedule format provided by PRASA.
• Deviations from the prescribed format may result in the bid being declared non-responsive.
• Discounted prices will only be considered during final evaluation and must be unconditional.

• All prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes, on a fixed-price basis.
• Complete the attached pricing schedule strictly as provided; using a different format may render the bid non-responsive.
• Provide a firm price offer with a clear cost breakdown and indicate any price escalation basis and formula.
• Discounted prices will only be considered in the final evaluation on an unconditional basis.
• If the highest-scoring bidder's price is not market-related, PRASA may negotiate with the top three bidders sequentially. If no market-related price is agreed, the RFQ will be cancelled.
• Payment terms: PRASA will pay within 30 days of receiving a correct tax invoice.

Mandatory Registrations and Certifications:

• Central Supplier Database (CSD): Bidders must be registered on the National Treasury CSD. Foreign suppliers without a local registered entity are exempt. Provide your CSD number.
• Tax Compliance: Submit a valid SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no TCS PIN is available but registered on CSD, provide the CSD number. In consortia/JVs, each party must submit separate TCS/CSD documentation.
• B-BBEE: Submit a B-BBEE certificate or affidavit. For joint ventures, a consolidated scorecard is acceptable.
• Company Registration: Provide CIPC registration documents.
• Other: Certified ID copies of company directors are required.

Disqualification Risks:

• Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.
• Persons in the service of the state, or companies/directors/close corporation members who are persons in the service of the state, are not eligible.
• Failure to provide any of the above compliance documents will render the bid invalid.

• The training and assessment must comply with all Occupational Health and Safety (OHS) requirements, regulatory standards, and relevant codes of practice.
• Practical tasks (e.g., welding, grinding, civil construction) must be executed in compliance with OHS standards.
• Learners must demonstrate understanding of OHS and environmental hazards associated with railway construction and maintenance work.

General Contract Terms (PRASA General Conditions of Purchase apply):

• Warranty: The supplier warrants that deliverables meet PRASA's requirements and are fit for purpose, remaining defect-free for one year from acceptance (unless otherwise stated).
• Indemnity: The supplier indemnifies PRASA against all claims, costs, and expenses arising from negligence, infringement of rights, breach of statutory duty, or defective design/materials/workmanship.
• Subcontracting: Only allowed with PRASA's prior written approval. The main contractor remains solely liable for performance.
• Governing Law: South African law; parties submit to the non-exclusive jurisdiction of South African courts.
• Funding Contingency: The award is subject to PRASA securing sufficient budget allocation. PRASA reserves the right to cancel the RFQ if funding is not secured and shall not be liable for any claims or losses resulting from non-award due to lack of funding.
• Bidder's Disclosure: Bidders must declare any state employment, relationships with PRASA employees, or interests in other bidders. False declarations may lead to disqualification and legal action.
