Bidders are disqualified if: (1) The bidder or any directors/shareholders are listed on the Register for Tender Defaulters; (2) The bidder or any directors/shareholders are on the List of Restricted Suppliers; (3) Any state-employed person has a controlling interest without proper disclosure; (4) There are undisclosed relationships with procuring institution employees; (5) The declaration is found to be false or incomplete. Bidders must comply with transparency, accountability, impartiality, and ethics principles as enshrined in the South African Constitution.

This is a standard SBD4 (Bidder's Disclosure) form. It does not contain technical specifications for the Sunday World Multimedia requirement. The form establishes that any person (natural or juristic) may submit a bid in line with principles of transparency, accountability, impartiality, and ethics as enshrined in the South African Constitution and related legislation. This SBD4 form is the compliance document itself. Bidders must declare: (1) Whether any directors/trustees/shareholders/members/partners or persons with controlling interest are employed by the state — if yes, must furnish their names, identity numbers, and the state institution. (2) Whether any person connected to the bidder has a relationship with someone employed by the procuring institution. (3) Whether the bidder has interests in other related enterprises. Bidders must certify that: the bid was submitted independently without consultation or arrangement with competitors; no communications with competitors regarding quality, quantity, specifications, prices, or market allocation occurred; terms have not been disclosed to competitors; and the bidder was not involved in drafting specifications. False declarations may result in disqualification, reporting to the Competition Commission for penalties under the Competition Act, or criminal investigation by the NPA, or restriction from public sector contracts for up to 10 years under the Prevention and Combating of Corrupt Activities Act.
