Two-stage evaluation. Stage 1 (mandatory): bidder must be an OEM/OSM or authorised distributor/reseller of the proposed humanoid robot, with valid documentary proof (certificate or letter from the product owner). If authorised via a distributor, two letters are required: one from the OEM to the distributor, and one from the distributor to the reseller. Bidders must also state 'Comply' or 'Not comply' against each specification; other responses (Yes, X, Tick, No) are not accepted. Failure on mandatory criteria eliminates the bid. Stage 2: 80/20 preference point system (80 points price, 20 points specific goals). Specific goals: 10 points for enterprises at least 51% owned by historically disadvantaged persons, 5 points for women, 5 points for youth. Enterprises not owned by historically disadvantaged persons score 0. Award to highest total points.

Supply and deliver one H7-Type humanoid robot (or equivalent) for research and development. Full humanoid structure (head, torso, two arms, two legs) that stands upright independently and maintains dynamic balance. Dimensions: height 1.2–1.5 m, weight 30–55 kg, modular durable design. Bipedal walking: forward, backward, turning; speed minimum 0.3 m/s, target up to 1.0 m/s; real-time dynamic balancing, fall detection and recovery. Degrees of freedom: head 2–3, arms minimum 5–7 each, legs minimum 6 each, total minimum 18–25. Movement capabilities: walking, turning, arm gestures, head tracking, sit/stand transitions. Materials: industrial-grade ABS/polycarbonate exterior, aluminium or steel frame, high-strength actuator joints. Actuators: high-torque smart servos or brushless with precision feedback. Power: lithium-ion battery, 2–4 hours active walking, 2–3 hours charging, direct plug-in. Processing: quad-core CPU (Intel i5 equivalent or higher), minimum 8GB RAM (16GB preferred), minimum 256GB SSD, Linux/ROS-compatible OS. Sensors: IMU, joint encoders, HD camera, depth sensor (preferred), proximity sensors, foot pressure sensors. Audio: stereo speakers minimum 2×5W, voice projection for 20–50 people, multi-array microphones (2–4), noise reduction, echo cancellation, voice detection 2–5 m. Human interaction: text-to-speech, speech recognition, visual recognition, ability to greet, present, respond to commands. Control: autonomous AI mode, remote control, manual override. Connectivity: Wi-Fi, Bluetooth, USB/Ethernet. Developer SDK: motion control, speech, sensor data APIs; Python and C++; ROS/ROS2 and simulation support; full programmability. Robot must closely resemble (at least 80%) the reference design (Figure 1). Minimum 12-month warranty covering hardware, sensors, actuators; includes technical support and staff training.

Pricing schedule must include unit price and total cost for each line item, sub-total, VAT at 15%, and total price including VAT. Prices remain valid for acceptance for 90 days from closing date. Bidders must indicate delivery period after order receipt, whether delivery period is fixed, whether prices are fixed, and whether quote is strictly to specification.
