Develop and implement a web-based Performance Information Reporting System with built-in data analytics. Key requirements: Real-time access to performance data (planning, monitoring, reporting). Support structured and unstructured data. Secure role-based access and audit capabilities. Cross-platform compatibility. Integration with existing ERP/CRM systems. Data migration and GEO heat mapping. Modules: Planning (KPIs, targets from SP/APP/AOP), Reporting (monthly, quarterly, annual, YoY, strategic), Monitoring (data capture, workflows, dashboards, alerts, escalations). General requirements: Compatible with SIU IT network, MS Word, Excel, Power BI, M365, Microsoft Entra ID. Web-based responsive design (Chrome, Firefox, Edge, Safari). On-premises or cloud hosting (Azure/Private Cloud). API integration with ERP/CRM. Microsoft SQL backend. Desktop and mobile (Android/iOS via PWA). Security: Role-based access, MFA, end-to-end encryption, audit trails, data compression/encryption. Support: Email, phone, remote, on-site. Training for super users and capturers. Documentation: User manuals, admin manuals, licenses. Maintenance: Bug fixes, upgrades, performance tuning, daily backups, geo-redundant storage, monthly health reports.

Bid evaluation focuses on methodology and approach (40 points), demonstrated via a live system demo (min 40/40 required). Methodology must address: System architecture (web-based, scalable), integration with SIU IT (MS Entra ID, SQL, M365), data migration, security (MFA, encryption), and support/maintenance plans. Demo must showcase: Real-time performance data access, dashboard capabilities, reporting (monthly/quarterly/annual), workflows, alerts, and analytics. Desktop evaluation (60 points) assesses technical compliance; demo (40 points) validates functionality. Combined score must meet ≥75 threshold.

Company experience (30 points): Must demonstrate successful implementation of Performance Information Reporting Systems via reference letters. Rating: 10 points (1 project), 20 points (2-4 projects), 30 points (5+ projects). Letters must be on referrer’s letterhead, dated, signed, contactable, and describe experience per project. For holding companies, letters must reference the holding company, not subsidiaries. Project leader qualification (15 points): NQF 6 (5 points), NQF 7 (10 points), NQF 8+ (15 points). Project leader experience (15 points): 1-2 years (5 points), 2-5 years (10 points), 5+ years (15 points). CVs must clearly indicate years of experience (dd/mm/yyyy) and relevant software project roles.

System must include workflow processes for capturing, verifying, and approving data at business unit level before submission. Must support organizational management comments, variance reasons, corrective actions, and timelines online (email integration). Follow-up processes: Automatic alerts/reminders for deadlines, escalations to business heads, and age analysis reports. System must provide audit trails, version control, and check-in/check-out functionality. Documentation required: Installed media, software licenses, user manuals, administration manuals. Testing results and advisory must be provided to SIU’s Strategy, Innovation, ICT, and Operations teams.

Pricing must be detailed in SBD 3.1 format and submitted in Envelope 2. Two-envelope system: Envelope 1 (technical proposal), Envelope 2 (pricing). Only bidders meeting the 75-point functionality threshold will have their pricing evaluated. Pricing is weighted at 80 points in the final evaluation. Payment terms: 30 days from invoice, aligned with SIU milestones. Estimated project value: ≤ R50,000,000 (all taxes included). Pricing must cover: Software licenses, implementation, training, support, maintenance, and any additional costs. Transparent breakdown required.

Successful bidder will sign a Contract (SBD 7) and Service Level Agreement with SIU. Software licenses, configurations, infrastructure, and all data remain SIU property. Background IP remains with the bidder; foreground IP (contract-related) belongs to SIU. Contract duration: 36 months, extendable by 2 years. Confidentiality agreement required. Sub-contracting must be disclosed; SIU does not contract directly with sub-contractors. SIU reserves the right to cancel the bid prior to award, reject non-compliant bids, or disqualify bidders for fraud, collusion, or fronting. Response preparation costs are not reimbursable.

Evaluation uses a best-value approach (not lowest price). 80 points for price, 20 points for B-BBEE/specific goals (including 2 bonus points for >50% Black-owned shareholding). Three-phase process: Phase 1 (Administrative Compliance), Phase 2 (Functionality, min 75/100), Phase 3 (Price + Specific Goals). Functionality criteria: Company experience (30 points, based on reference letters for similar projects), Project leader qualification (15 points, NQF 6+), Project leader experience (15 points, 1-5+ years), Methodology/Demo Presentation (40 points, min 40 required). Technical evaluation: Desktop (60 points, min 35) + Live Demo (40 points, min 40). Combined score must be ≥75 to proceed. Reference letters must be on letterhead, dated, signed, and contactable.
