2.4. Returnable Documents

2.4.1. Mandatory Returnable documents

ACSA will disqualify from the bid process any bidder that has failed to submit mandatory returnable

documents and information. Bidders should therefore ensure that all the mandatory returnable

documents and information have been submitted. In order to assist bidders, ACSA has also

included a column next to the required mandatory document and information to enable bidders to

keep track of whether they have submitted or not.

2.4.2. Other Returnable Documents and information

These types of documents and information are required but are not mandatory or are only mandatory at

specific stages of the process. ACSA may request bidders to submit these documents or information after

the closing date and time or might already have them on the system. Where a document or information is

only mandatory at a specific stage in the process, ACSA may only disqualify a bidder for non-submission

at that stage and after reasonable efforts were made to request the document from the bidder.

3. Validity of submitted information

Bidders must ensure that all conditions, documents and information which has been submitted in

pursuance to this bid remains valid for the duration of the contract period. In the event where a validity

document expires an updated document must be submitted. The duty is on the bidder to provide updated

information to ACSA immediately after such information has changed.

Bidders must meet minimum functionality criteria: 50 points for company experience (minimum 3-5 years in commercial pest control), and 50 points for key staff qualifications (minimum 3-5 years experience plus relevant SAQA NQF level 4 qualification or Department of Agriculture registration). Only bidders scoring 80+ functionality points proceed to price evaluation. Foreign suppliers must complete tax compliance questionnaire. All bidders must have valid tax compliance status.

• Service: Monthly pest control services for 12 months at George Airport, covering landside and airside buildings.
• Scope includes inspection, infestation control, fumigation, and maintenance of 229 bait stations.
• Covered pests: rodents, cockroaches, bed bugs, flying insects, fleas, birds, and other arthropods.
• Compliance required with OHS Act, SANS 10133:2011 (pesticide application), SANS 10049:2012 (food safety), and Food Stuffs, Cosmetics and Disinfectants Act.
• All work under ACSA Electrical/Surface Maintenance supervision for airside access.
• Submit Integrated Pest Management (IPM) Plan with proposal, including pesticide labels, safety data sheets, monitoring schedules, and personnel certificates.
• Personnel must be certified Commercial Pesticide Applicators, wear uniforms, use PPE, and follow safety protocols.
• Detailed area list provided in Annexure A (Terminal Building, Fire Department, Electrical Complex, Maintenance Complex, Airfield, etc.).
• Monthly service report required.
• Defects liability period: 12 months.

• Submit Integrated Pest Management (IPM) Plan with proposal, including pesticide labels, safety data sheets, monitoring schedules, and site-specific solutions.
• Monthly service includes inspection of bait stations and traps, infestation control, and fumigation in ACSA offices.
• Techniques: For rodents, inspect and clean stations; for cockroaches, use residual sprays and baits; for birds, humane removal and deterrents.
• Response time for callouts: 24 hours.

• Company must demonstrate prior experience in pest control for commercial buildings.
• Submit reference letters for completed projects with client details, scope, value, and dates.
• Key staff (Pest Control Operator) must have years of experience and relevant qualifications as per evaluation criteria.

• Adhere to SANS 10133:2011 for pesticide application.
• Use hygienic tamper-resistant insect bait stations with insoluble gel bait or non-toxic attractants.
• For cockroach detection, conduct thorough inspection with non-toxic monitors and follow up with ACSA every 7 days until infestation controlled.
• Personnel qualifications: Key staff must have relevant SAQA-accredited NQF level 4 qualification in Pest Control or registration as structural pest control operator with Department of Agriculture.

• Line Item 1: Pest control monthly service – unit price per monthly visit (12 visits).
• Line Item 2: Callouts and repairs – provision of R50,000. Specify call-out rate, labour hourly rates, response time, and spares markup.
• Line Item 3: Access permit – provision of R20,000 for training/permits (cost without markup).

• Pricing format: Provide unit prices for line items.
• Line Item 1: Pest control monthly service (12 monthly visits).

• Rate per call-out (includes first hour).
• PCO labour hourly rate (normal and after-hours).

• Central Supplier Database (CSD): Submit CSD report.
• Foreign suppliers: Complete questionnaire; if no presence/income/tax liability in RSA, TCS PIN not required.

• Specific safety appointments may be required (e.g., Construction H&S officer, First Aider).

• Bid validity period: 120 business/working days. Prices must remain firm during this period.
• Confidentiality: ACSA will not disclose bidder information without written approval. Bidders must not disclose bid process information to third parties without ACSA approval; confidentiality agreements required for consultations.
• ACSA reserves rights to award whole or part of bid, split award, negotiate with shortlisted bidders, award to other than highest scorer, reject lowest acceptable bid, or cancel bid.
• No changes to bid document allowed; alterations lead to disqualification.
• Security vetting: ACSA is a National Key Point; bidders may be subject to security vetting.
