Required documents: Pricing Schedule (Annexure G), Preference Points Claim Form (Annexure F), Bidder’s Disclosure (Annexure C), POPIA Notice (Annexure I), and SBD7 contract form if successful. Failure to submit complete standard bidding documents (SBDs) may result in disqualification. Bids become SAWS property and will not be returned. Subcontracting arrangements must include proof of agreement.

Mandatory: Valid tax compliance (SARS TCS PIN or CSD registration). B-BBEE status verification (certificate or sworn affidavit for EMEs/QSEs). No tender defaulters or restricted suppliers (as per SBD 4 disclosure). Submission of all required annexures and forms. Electronic submission to the correct email address before the deadline. Exclusions: State employees, directors, or entities with state-affiliated control. Bids with incomplete or missing documentation. Late submissions. Bids from entities with proven corrupt/fraudulent practices. Preferential: 80/20 preference point system applies. Price (80 points) and B-BBEE status (20 points). Higher B-BBEE status levels (Level 1–8) earn more preference points (20–2 points). Local suppliers or those with South African operations may have advantages.

Supply and deliver one (1) portable gas dilution calibrator for the Irene Lab Ambient Air Quality Monitoring Station. Must comply with specifications/terms of reference in Annexure H. Brand, model, country of origin, and delivery period must be specified in Pricing Schedule (Annexure G). Indicate if offer complies with specifications; if not, specify deviations. Service provider must have approved operational premises with necessary infrastructure and relevant accreditation.

Prices must be in ZAR, inclusive of VAT. Total price must be indicated for the item. Specify any additional costs not included in the price. Payment terms: 30 days from receipt of invoice. Non-firm prices may be subject to escalation (formula provided in Annexure G). For foreign currency components, provide financial institution details, currencies used, and exchange rate adjustments. SAWS may request latest audited financial statements to verify financial stability.

Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. If no TCS PIN, provide Central Supplier Database (CSD) number. Foreign suppliers must complete Annexure A questionnaire if not tax-liable in RSA. B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Joint ventures/consortia must submit separate TCS/CSD proof for each party. No bids accepted from state employees or entities with state-employed directors/members. Must not be listed on Register for Tender Defaulters or Restricted Suppliers. POPIA compliance required via Annexure I form.
