Duties: Report to Employer/authorized representative, coordinate with Principal Contractor and project team on health and safety, attend relevant meetings, ensure compliance with Occupational Health and Safety Act and Construction Regulations, finalize Health and Safety File, verify statutory compliance, close out safety issues, and confirm safe operation/maintenance information. Project context: EOC expansion includes Main Building (150 staff), Workshop Buildings, Generator/Diesel Storage, revamps of Old Shed/Farmhouse, special installations (security, fire suppression, fiber, signage, genset, AC), external works (roadworks, paving, landscaping, lighting, fencing), and bulk services (electrical, water, drainage, fiber). CHSA must be on-site throughout Stages 5-6 and may support other SARAO projects as needed.

Qualifications: NQF Level 6 in safety or related field (5 points). Registration: Active SACPCMP registration as Professional Construction Health and Safety Agent (Pr.CHSA) (5 points). Experience: ≥5 years post-registration as CHSA in construction projects (10 points). Additional: Experience as CHSA on projects valued >R50M (bonus). Total functionality points: 20 (100% minimum required to proceed).

Regulatory engagement: Coordinate permit applications with Department of Employment and Labour unless instructed otherwise. Close-out: Finalize Health and Safety File, verify statutory compliance, close outstanding safety issues, confirm safe operation/maintenance information. Statutory obligations: Non-delegable without Employer’s written approval. CHSA must notify Employer of any non-compliance risks. Professional standard: Level of skill, care, and diligence expected from experienced CHSA professionals.

Contract duration: 3-5 months (Stages 5-6). SARAO reserves the right to terminate and appoint another provider if services are not achieved. Invoices submitted after activity completion and Project Manager approval; no advance payments. Payment terms: 30 days from valid invoice receipt and service acceptance. Contract governed by National Treasury General Conditions of Contract (GCC) and Special Conditions of Contract (SCC). SARAO’s terms prevail in conflicts. Professional indemnity insurance required. Client Agent remains liable for statutory compliance and cannot delegate responsibilities without written approval. Employer appoints Client Agent to assist with statutory compliance but Agent retains professional responsibility.
