For quotations ≥ R2,000: The highest total points win. For quotations < R2,000: The lowest acceptable quotation wins. B-BBEE proof (valid certificate or sworn affidavit for EMEs/QSEs) is required to claim preference points. Scope: Appointment of a Construction Health and Safety Agent (CHSA) for SARAO’s SKA Engineering Operation Centre (EOC) project at Klerefontein Farm, Carnarvon, Northern Cape. Duration: 3-5 months (Stages 5: Construction, and 6: Project Closeout). Role: Act as Client Agent. Duties: Report directly to the Employer or authorized representative, coordinate with the Principal Contractor and project team on health and safety matters, attend relevant meetings, ensure compliance with the Occupational Health and Safety Act and Construction Regulations, finalize the Health and Safety File, verify statutory compliance, close out outstanding safety issues, and confirm safe operation and maintenance information. Project context: EOC expansion includes Main Building (150 staff), Workshop Buildings, Generator and Diesel Storage Building, revamps of Old Shed/Workshop and Old Farmhouse, special installations (security systems, fire suppression, fiber and data network, signage, genset and back-up, air conditioning), external works (roadworks, paving, landscaping, pathway lighting, fencing), and bulk services (electrical supply, water supply, waste water disposal, soil and stormwater drainage, fiber connection, relocation of existing services). CHSA must be on-site throughout Stages 5-6 and may be required to support other SARAO projects as needed.

Qualifications: Bidder must have an NQF Level 6 qualification in safety or a related field (5 points). Registration: Active SACPCMP registration as a Professional Construction Health and Safety Agent (Pr.CHSA) is mandatory (5 points). Experience: Minimum of 5 years’ post-registration experience as a CHSA in construction projects (10 points). Additional advantage: Experience as a CHSA on projects valued at more than R50 million. Total functionality points: 20 (100% minimum required to proceed to the next evaluation phase).

B-BBEE status level verification certificate or sworn affidavit (for EMEs/QSEs) must be submitted to qualify for preference points. Points allocation: B-BBEE Level 1-3 (8 points), Level 4-6 (6 points), Level 7-8 (2 points). Additional points: ≥51% Black-owned (3 points), ≥51% Black female-owned (3 points), ≥51% Black youth-owned (1 point), ≥51% owned by People with Disabilities (1 point), EME/QSE (4 points).

CHSA duties: Ensure full compliance with the Occupational Health and Safety Act and Construction Regulations. Coordinate with the Principal Contractor and project team on health and safety matters. Attend all relevant health and safety meetings. Regulatory engagement: Coordinate all formal engagement with the Department of Employment and Labour for permit applications unless otherwise instructed by the Employer. Close-out responsibilities: Finalize and hand over the Health and Safety File to the client, verify all statutory compliance documentation, close out outstanding safety issues, and confirm safe operation and maintenance information for the building. Statutory obligations: Non-delegable without the Employer’s written approval. The CHSA must immediately notify the Employer of any matter that may result in non-compliance with statutory requirements. Professional standard: Perform services with the level of skill, care, and diligence reasonably expected from experienced CHSA professionals.

Contract duration: 3-5 months (Stages 5-6). SARAO reserves the right to terminate the contract and appoint another provider if required services are not achieved. Invoices must be submitted after successful completion of each activity and approved by the Project Manager; no advance payments accepted. Payment terms: 30 days from receipt of a valid invoice and acceptance of services. Contract is governed by the National Treasury General Conditions of Contract (GCC) and any applicable Special Conditions of Contract (SCC). SARAO’s terms prevail in case of conflicts. Professional indemnity insurance is required for the duration of the services. The Client Agent (CHSA) remains liable for statutory compliance and cannot delegate responsibilities without the Employer’s prior written approval. The Employer appoints the Client Agent to assist with statutory compliance, but the Agent retains full professional responsibility for the proper execution of services.

SARAO reserves the right to withdraw the RFQ, re-advertise, or accept partial quotations. SARAO is not bound to accept the lowest quotation.
