Bidders must submit their bids via email to [email protected]. Bids must be clearly marked with the project name and reference number. Failure to do so may result in the bid not being considered. Any unsigned alterations to the BOQ/Quotation/Pricing schedule will render the submission invalid. The municipality will not consider bids over R2.3 million from bidders who have not registered for VAT or submitted proof of registration before the closing date.

Bids will be evaluated in two stages: Functionality and Price and Specific Goals. Bidders must score at least 70% on the functionality evaluation to proceed to the next stage. The evaluation criteria include: Functionality (100 points), Previous Experience (40 points), Professional Body Registration (40 points), and Methodology (20 points). Price and Specific Goals will be evaluated based on the 80/20 preferential points system.

The project requires the upgrade and enhancement of the municipal GIS web portal to provide a centralized, user-friendly, and accessible platform for the viewing, analysis, and dissemination of spatial information. The portal must support planning, decision-making, and service delivery within the municipality.

The supplier shall provide a detailed methodology and approach for the project, including a project plan and timeline.

The supplier must have relevant experience and qualifications to perform the contract. The supplier must provide proof of professional registration and experience of the proposed project team.

The supplier shall permit the purchaser to inspect the supplier’s records relating to the performance of the supplier and to have them audited by auditors appointed by the purchaser, if so required by the purchaser.

The supplier must provide a detailed pricing schedule, including all costs and expenses associated with the contract.

Bidders must provide a valid Tax Clearance Certificate from SARS. The municipality will not consider bids over R2.3 million from bidders who have not registered for VAT or submitted proof of registration before the closing date.

Bidders must ensure compliance with their tax obligations and submit their unique personal identification number (PIN) issued by SARS. Bidders must also provide proof of CSD registration and a valid Tax PIN printout.

Points for this tender shall be awarded for: 20 Price; and 80 or 90 points is allocated for price on the following basis: Pt−P min Pt−P min Ps = 80 (1 − ) or Ps = 90 (1 − )

The supplier shall ensure that all goods and services supplied under the contract comply with the contract requirements. The purchaser may reject any goods or services that do not comply with the contract requirements.

The supplier shall not assign, in whole or in part, its obligations to perform under the contract, except with the purchaser’s prior written consent.

Bidders must ensure compliance with their tax obligations. Bidders are required to submit their unique personal identification number (PIN) issued by SARS to enable the organ of state to view the taxpayer’s profile and tax status.
