Bids must be emailed to [email protected] by the closing date and time; late, hand-delivered, incomplete or facsimile bids are not accepted. Bids must be submitted on the original bid documentation provided by the municipality, clearly marked with the project name and reference number. Unauthorised alterations to the bill of quantities or quotation render the submission invalid. Returnable documents: completed original bid document, entity registration documents, certified ID copies of directors (not older than 3 months), proof of CSD registration, SARS valid PIN printout, and completed MBD1, MBD4, MBD6.1, MBD8 and MBD9 forms. A billing clearance certificate or statement of municipal accounts confirming no undisputed municipal accounts are overdue by more than 30 days, plus a signed letter confirming no outstanding accounts on the closing day, must be submitted. Joint ventures must submit an original valid tax compliance document for each partner and a signed agreement indicating the lead partner. Bidders with a turnover above R2 300 000.00 on taxable supplies must be registered as VAT vendors. The minimum threshold for local content is 100%.

Evaluation is in two stages. First stage: functionality, scored individually by the Bid Evaluation Committee on a scale of 1 (poor) to 5 (excellent). Functionality criteria and weights: methodology (20 points) covering work plan, Gantt chart, project implementation programme, resource allocation, quality management, communication and time frames; expertise and experience of the proposed team (30 points) based on registered professionals with 4-5 years or more (20 points) or 3-4 years (10 points), with proof of registration with professional bodies such as SACPLAN and SAGC; previous experience with related projects (30 points) — 2 similar projects (20 points) or 1 similar project (10 points), with reference letters not more than 3 months old. Total functionality points: 80. Bids must score a minimum of 70 points to proceed. Second stage: 80/20 preference points system under the PPPFA — 80 points for price, 20 points for specific goals as claimed in MBD 6.1. Only bids achieving the minimum functionality score are evaluated further.

The project involves conducting baseline studies for the revalidation of the approved township layout for Extension 2, Bizana, on the Remainder of Erf 110 municipal commonage, to support a predominantly middle-income residential township. The work is structured in three phases.

Phase 1:

• Consultation: design and implement a consultation process plan, engage with the municipality and relevant stakeholders, participate in stakeholder meetings and produce information material.
• Environmental Impact Assessment (EIA): conduct an EIA so decision makers can consider environmental impacts.
• Geotechnical study: confirm ground conditions and identify stability or subsoil problems.
• Tacky survey: determine existing features, fences, etc.

Phase 2:

• Layout plan: assess and revalidate the existing settlement layout plan for municipal approval.
• Report: compile the report accompanying the layout plan.
• Bulk services study: conduct studies for required infrastructure services.
• Storm water management plan: prepare for the proposed roads within the layout plan.
• Traffic impact assessment: conduct transport studies as per the layout plan.
• Feasibility analysis: cover technical, economic, legal, operational and scheduling feasibility.

Deliverables: report and layout plan, motivational report, environmental permit or record of decision, CAD layout, GIS maps, soft copy of report in Word format, transport impact assessment, flood line study, inception report, base plan, tacky survey, EIA report, geotechnical report, bulk services report, proof of submission, all engineering reports, close-out report.

Phase 3:

• Implementation plan: provide guidance to the municipality with indicators and responsibilities, including preparing an updated zoning code, opening the township register and proclamation of the township. Deliverables: indicators for set objectives, schedule of activities and responsibilities, draft calls for proposals for surveying of land.

Project approach: the consultant must undertake township establishment in line with legislation and policies, provide recommendations on cost-effective implementation, and work in a private-public partnership. Key factors include project management, town planning by experienced professionals, geotechnical investigations, flood lines, technical investigations (traffic, civil, electrical, storm water), EIA, community knowledge, monthly reporting to the municipality and ward councillors, a steering committee, effective public participation, and high-quality service delivery. A list of team members with names, qualifications and experience, and a company/team profile must be submitted. Team members must attend all progress meetings and remain unchanged for the project duration without prior municipal approval.

Project duration: not longer than 8 months from date of appointment. Financial penalties apply for delay or non-compliance; for every 5 days of unreasonable delay, a percentage penalty is deducted from payment.

Skills required: land surveying, town and regional planning, engineering services, environmental science, geotechnical study capability, infrastructure development, GIS, social development and facilitation, social research and analytical skills.

Capacity building and skills transfer: proposals must indicate how skills development and transfer will be achieved within the municipality.

Information gathering: the service provider must contact relevant GIS, planning and other officials in local and provincial government; the municipality will provide a letter of confirmation if needed, but the responsibility for collecting information rests with the service provider.

Returnable compliance documents:

• MBD1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• MBD4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the municipality; false declarations may lead to action.
• MBD6.1 (Preference Points Claim): claims B-BBEE points under the PPPFA 80/20 system; failure to submit proof means no preference points are claimed.
• MBD8 (Declaration of Bidder's Past Supply Chain Management Practices): declares any abuse of the SCM system, fraud or corruption convictions, or contract terminations in the past five years.
• MBD9 (Certificate of Independent Bid Determination): certifies no collusive bidding or price disclosure.
• Proof of CSD registration and a valid SARS tax compliance PIN printout.

Award is subject to acceptance of the municipal Supply Chain Management general contract conditions. A Service Level Agreement will be signed upon appointment. Material or information derived from the services may only be used for municipal purposes unless authorised in writing. Copyright in all documents and data prepared for the project vests in the municipality. The service provider must keep all project records and information confidential and not disclose them to third parties without prior written consent. The municipality may terminate the contract on clear evidence of non-performance or non-compliance. Short-listed service providers may be required to make a presentation in person at their own cost. The municipality reserves the right not to appoint if suitable candidates are not found.
