Two-stage evaluation.

Stage 1 — Functionality (minimum 70 out of 80 points required to proceed):

• Methodology: 20 points. Scored on the Gantt chart and project implementation programme, methodology and approach, communication and timeframes, and quality management.
• Expertise and experience of the proposed team: 30 points. Team leader must be a Professional Planner with 4-5 or more years of experience; team member must be a Professional GIS specialist or Environmentalist with 3-4 or more years. Proof of registration with SACPLAN and SAGC must accompany CVs.
• Previous experience with related projects: 30 points. Two comparable projects with reference letters score 30 points; one comparable project scores 15 points. Reference letters must not be older than 3 months.

Stage 2 — 80/20 preference points system:

• Price: 80 points.
• Specific goals (B-BBEE and targeted categories): 20 points, claimed on MBD6.1.

Bids from persons in the service of the state are excluded. Bidders must not be listed on the National Treasury Database of Restricted Suppliers or the Register for Tender Defaulters, and must not have been convicted of fraud or corruption in the past five years.

Scope: baseline studies and preliminary planning assessments for a proposed mixed-use township establishment on municipal commonage land.

Site: Remainder of Erf 110, Bizana Municipal Commonage, on the southeastern portion of Bizana towards Umhlanga Location. The site is municipal commonage land; portions of the broader area are affected by Restitution of Land Rights Act land claims and complex tenure arrangements.

Envisaged land uses: residential, commercial, institutional and supporting uses, aligned with the WMMLM Spatial Development Framework (2025) and SPLUMA.

Project phases:

• Phase 1 — Consultation process plan; Environmental Impact Assessment; Geotechnical Study; Tacky Survey.
• Phase 2 — Draft layout plan; accompanying report; Bulk Services study; Storm Water Management Plan; Traffic Impact Assessment; Feasibility analysis covering technical, economic, legal, operational and scheduling dimensions.
• Phase 3 — Implementation plan with indicators, schedule of activities and responsibilities, and draft calls for proposals for surveying of land.

Key deliverables: inception report, base plan, tacky survey, EIA report, flood line study, geotechnical report, draft layout plan, bulk services report, all required engineering reports, close-out report, environmental permit or Record of Decision, CAD layout, GIS maps, soft copy of the report in Word format, transport impact assessment, and a motivational report.

Project duration: 8 months from the date of appointment.

Skills the team must cover: land surveying, town and regional planning, engineering services, environmental science, geotechnical investigation, GIS, infrastructure development, and social facilitation and research.

Team composition and qualifications:

• Team leader: Professional Planner with 4-5 or more years of relevant experience.
• Team member: Professional GIS specialist or Environmentalist with 3-4 or more years of relevant experience.
• All team members must hold current registration with SACPLAN and SAGC; CVs and proof of registration must accompany the tender.
• The team must collectively cover land surveying, town and regional planning, engineering services, environmental science, geotechnical investigation, GIS mapping, infrastructure development, and social facilitation and research.

Previous experience:

• Two comparable projects with reference letters score the full 30 points; one comparable project scores 15 points.
• Reference letters must not be older than 3 months.
• The team identified at the start must remain unchanged unless the municipality grants prior written consent.
