Appointment of panel of service providers to provide mentorship, consulting, technical, and business support services for small enterprise development and finance agency (sedfa) for a period of three (03) years

The closing date for the bid is 02 September 2026 at 11:00 AM. The bid validity period is 120 days from the date of submission. The deadline for responding to clarifications is 21 August 2026 at 11:00 AM.

SEDFA reserves the right to require that any bidder provides a formal presentation of its bid proposal, at a date and time to be determined by SEDFA.

Bidders must submit their bids in a sealed envelope marked with the bid number and name of the bidder. The bid must be submitted to the SEDFA Head Office in Centurion by the closing date and time. Bidders are required to complete and sign the pricing proposals, and failure to do so will lead to disqualification of the bid.

The bidder must submit proof of either a BBBEE Certificate accredited by SANAS or a Sworn Affidavit. Latest Audited Financial Statement of the bidder (Where applicable in terms of Company’s Act) and/or independently reviewed financial statements and/or cashflow budget for the new entities with no financial records.

The bid will be evaluated in four stages: Stage 1 - Administrative Compliance Requirements, Stage 2 - Mandatory Requirements, Stage 3 - Functionality Requirements, and Stage 4 - Price and Preference Points. The applicable preference point system for this tender is the 80/20 preference point system.

The scope of work includes providing mentorship, consulting, technical, and business support services for small enterprise development and finance agency (SEDFA) for a period of three years.

The bidder must submit minimum of three or more mentorship case studies in the service category that they are bidding for, demonstrating relevance, competence, methodology, implementation planning and execution applied.

The bidder must demonstrate a minimum of ten and above years' experience on the company profile in Mentorship on the commodities/services in they are bidding for in DFIs, public and private sectors.

A performance measurement processes will form an integral part of the Service Level Agreement, to be signed after the successful bidder has been appointed.

A maximum of 80 points is allocated for price on the following basis: 80/20, Pt−Pmin, Ps= 80(1− ), Ps = Points scored for price of tender under consideration, Pt = Price of tender under consideration, Pmin = Price of lowest acceptable tender

The pricing proposal must be completed and signed by the bidder. The bidder must provide a certified valid B-BBEE certificate or a sworn affidavit. The bidder must also provide proof of registration on the Central Supplier Database (CSD).

The bidder must comply with all the laws of the Republic of South Africa and as it relates to this bid. The bidder's staff must be South African citizens, and SEDFA reserves the right to validate citizenship. The bidder must also submit a valid Tax Compliance Status Certificate with a unique security personal identification number (PIN) issued by the South African Revenue Services.

The applicable preference point system for this tender is the 80/20 preference point system. In terms of 80/20 points system, points are awarded to bidders based on: Price 80, Specific Goals 20.

SEDFA, in its capacity as an accountable institution, has a duty to verify the identity of all its clients in compliance with the Financial Intelligence Centre Act No (FICA).

The successful bidder shall submit a monthly statement of all outstanding payments, credit notes issued, and payments made. SEDFA shall not be held responsible in any way for any damage, losses, theft of equipment or any valuables of the successful bidder or injury of his/her employees whilst on site or in the execution of their duties.
