Canteen management and catering services for the council for geoscience

The Council for Geoscience (CGS) is a schedule 3A public entity organisation as defined by the Public Finance Management Act. The CGS derives its mandate from the Geoscience Act. The objectives of the CGS under the Act, is to produce world-class geoscience knowledge products and to render geoscience-related services to the South African public and industry.

Bidders must submit two sealed envelopes/any form of packaging simultaneously, one containing the technical proposal and the other the price proposal, enclosed together in an outer single envelope/any form of packaging. Bid documents should be placed in the tender box at the aforesaid address on or before the closing date and time. The bidder must provide a unique reference number to locate substantiating evidence in the bid response for all stage of evaluations.

Mandatory Evaluation Criteria: valid COIDA letter of good standing, valid certificate of acceptability for food premises, registered on the Central Supplier Database. Functional Evaluation Criteria: reference letters, comprehensive management and operational plan, CV of Canteen Manager, CV and proof of qualification of Chef. Price and Specific Goals Evaluation: 80/20 preference point system.

The service provider will be responsible for the operation which includes: daily canteen services, ad hoc catering services, kitchen equipment, storage facility. The CGS will provide basic kitchen equipment and storage facilities for food consumables, perishables, crockery, cleaning chemicals, cold storage, and catering equipment.

The bidder must submit the CV of the Canteen Manager indicating the number of years’ experience in managing canteen and catering services contracts. The bidder must submit a CV and proof of qualification in food preparation and cooking/ culinary Art or equivalent, of a Chef with a minimum of 5 years’ experience in menu development and food preparation.

The service provider will be fully responsible for: procurement and logistics of all food, ingredients and consumables, pricing structure as agreed with CGS, operational cost, excluding any utilities or space provided for by CGS.

The service provider must ensure full compliance with the following requirements: applicable Safety, Health and Environment Act, labour laws, tax compliance proof in terms of practice note /2018, registration on the Central Supplier Database.
