Bids will be evaluated on the 80/20 preferential points system. The evaluation criteria include functionality, price, and specific goals. Bidders must score a minimum of 70% points on the functionality evaluation to be considered for further evaluation.

The project seeks to establish accurate, standardized, and GIS-compliant settlement boundaries to support municipal planning, infrastructure development, service delivery planning, spatial analysis, disaster management, Integrated Development Planning (IDP), Spatial Development Framework (SDF) implementation, revenue planning, and other municipal functions.

The supplier must provide a detailed methodology for the provision of goods and services, including a project plan, timelines, and milestones.

The supplier must have relevant experience and qualifications in the provision of goods and services similar to those required by the tender. The supplier must provide proof of previous experience and qualifications.

The supplier must ensure that all goods and services supplied meet the required standards and specifications. The supplier must have a quality management system in place to ensure the quality of goods and services.

The supplier must provide a detailed pricing schedule for all goods and services, including all costs and expenses. The supplier must ensure that all prices are fair and reasonable.

Bidders with a turnover of more than R2 300 000.00 on taxable supplies must be registered as a VAT Vendor.

Bidders must submit a completed original bid document issued by the municipality, CIPC Registration Documents, Certified ID Copies of Director(s), proof of CSD Registration, and a valid Tax PIN printout from SARS.

The tenderer must comply with the Broad-Based Black Economic Empowerment (B-BBEE) Act and the B-BBEE Regulations, 2011. The tenderer must provide proof of B-BBEE compliance.

The supplier must ensure that all goods and services supplied do not pose a risk to the health and safety of persons or the environment. The supplier must comply with all applicable health and safety laws and regulations.

The contract will be governed by the General Conditions of Contract and the Special Conditions of Contract. The supplier must comply with all applicable laws and regulations.

The tender is subject to the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2017. The tenderer must comply with all applicable laws and regulations.
