SAWS may shortlist bidders for final presentations and conduct site visits to verify infrastructure, capacity, and premises before award. Reference and background checks may be performed.

Supply and delivery of:

• 8 mass flow controllers capable of delivering 50–2000 mL/min, as per Annexure H specifications.
• 24 solenoid valves (small orifice, high pressure DC type), as per Annexure H specifications.

Delivery period to be stated by the bidder. Brand, model, and country of origin must be provided.

Pricing must be submitted on the official SBD 3.1 form. Line items: Item 1 – 8 mass flow controllers (50–2000 mL/min), Item 2 – 24 solenoid valves (small orifice, high pressure DC type). Total price inclusive of VAT. Bidders must state delivery period, brand, model, and country of origin. Any additional costs must be specified. Non-firm prices may be subject to escalation using a prescribed formula with indices. Prices subject to exchange rate variations require full bank and currency details.

All prices must be in South African rand and inclusive of VAT. The pricing schedule (SBD 3.1) requires a total price for each line item. Bidders must indicate whether the offer complies with specifications. Any additional costs must be specified. For non-firm prices, a price escalation formula using specified indices may apply. For prices subject to exchange rate variations, full particulars of the financial institution and currency details are required. SAWS may request audited financial statements to ascertain financial stability before award. Payment is within 30 days from receipt of invoice unless otherwise agreed.

CSD registration or Tax Compliance Status PIN from SARS is required. For joint ventures or consortia, each party must submit separate tax compliance documents. Bidders or their directors must not be persons in the service of the state. Foreign suppliers without SA tax obligations must complete the foreign supplier questionnaire. A valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) must be submitted to claim preference points. SBD 4 (Bidder's Disclosure) must be completed and signed. SBD 9 (Certificate of Independent Bid Determination) is included in the disclosure form.

The contract is subject to the General Conditions of Contract (GCC) revised July 2010, available on National Treasury's website. The successful bidder must sign a written contract form (SBD7). A Service Level Agreement (SLA) will be required to measure, monitor, and assess supplier performance. SAWS may cancel the bid before award if needs change, funds are unavailable, no acceptable tenders are received, or material irregularities occur. SAWS may reject bids not meeting specifications, with incomplete documents, or from bidders with corrupt or fraudulent conduct. SAWS may award in totality or partially to one or more bidders.

Additional evaluation: SAWS may shortlist bidders for presentations and conduct site visits to verify firm existence, capacity, employees, and administration office. Reference and background checks may be performed. SAWS may request audited financial statements to ascertain financial stability.
