Bidders must submit their bids in a sealed envelope, clearly marked with the tender number, to the Supply Chain Management Unit at the George Municipality on the Fifth Floor, Civic Centre, 71 York Street, George, by no later than 12:00 on Friday, 28 August 2026. Late or unmarked bids will not be considered. The bid box is open from 07:45 until 16:30, 5 days a week. Bids must be submitted on the Official Forms (NOT TO BE RE-TYPED).

The tenderer must submit the following documents with their tender: a valid B-BBEE certificate, a completed MBD 1 form, a completed MBD 4 form, a completed MBD 6.1 form, and any other required documentation.

Tenders will be evaluated and awarded as follows: Stage 1: Eligibility, Stage 2: Price and Preference, in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) Regulations 2022; the George Municipality’s Supply Chain Management Policy as well as the George Municipality’s Preferential Procurement Policy, where 80 points will be scored for price and 20 points for B-BBEE status and Specific Goals.

The tender is for the supply and delivery of 6m3 and 30m3 steel bulk refuse containers. Refuse containers must be delivered within sixty (60) days after receipt of the order. The refuse containers must be delivered at the George Municipality Waste Transfer Station, or as arranged with the Senior Manager: Environmental Services.

The tenderer must provide a detailed description of their methodology for supplying and delivering the 6m3 and 30m3 steel bulk refuse containers, including their approach to quality control, logistics, and customer service.

Bidders must submit details of their past experience in supplying and delivering similar goods or services, including the names of previous clients, the value of previous contracts, and the duration of previous contracts.

The tenderer must provide a detailed pricing schedule for the supply and delivery of the 6m3 and 30m3 steel bulk refuse containers, including all applicable taxes and delivery costs.

Pricing Instructions mean the criteria as set out below, read together with all Parts of this contract document, which it will be assumed in the contract that the tenderer has taken into account when developing his prices. All prices must be inclusive of VAT and delivery of the units.

Bidders must submit a valid B-BBEE certificate, a completed MBD 1 form, a completed MBD 4 form, a completed MBD 6.1 form, and any other required documentation. A TCS PIN for bidders’ tax compliance information must be submitted with the tender document.

The service provider must establish and maintain security measures to safeguard personal information being processed on behalf of the municipality. The service provider must notify the municipality immediately in an event where there are reasonable grounds to believe personal information has been accessed by an unauthorised person.

The contract will be automatically cancelled if there is a conflict of interest which is not disclosed by the bidder. The Municipality reserves the right to withdraw any invitation to tender and/or to readvertise or to reject any tender or to accept a part of it.
