Supply and delivery of padlocks and keys to PRASA (western cape)

Bids must be submitted on the official forms provided, either deposited in the bid box at 1 Adderley Street, Metrorail Supply Chain Management, 6th Floor, Room 622B, Propnet Building, Cape Town, or emailed to [email protected]. The buyer must not be copied on the email. Late bids will not be accepted. Returnable documents include SBD 1 (Invitation to Bid), SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim), and a valid SARS Tax Compliance PIN. Bidders must be registered on the CSD. Incomplete bids will be disqualified.

Evaluation is in stages. Stage 1A: Mandatory requirements (CSD registration, SARS PIN, completion of all RFQ documentation). Stage 1B: Other mandatory requirements (not applicable). Stage 2: Technical/functional (not applicable). Stage 3: Price and specific goals under the 80/20 preference point system. Price is scored out of 80 points. Up to 10 points for B-BBEE Level 1 or 2, and up to 10 points for EME/QSE 51% Black-owned. PRASA may apply objective criteria and may split the award.

Supply and deliver padlocks and keys. The bill of quantities lists 15 line items, including: Tri-circle padlocks (38mm, 5-pin tumbler, 2 keys); LT security padlocks (laminated steel, SANS 1533:2005 Category 5, boron steel shackle, keyed alike, no keys supplied); HT security padlocks (similar to LT but die-stamped 'HT'); brass case padlocks (40mm, 6mm shackle, 2 keys); brass padlocks (50x60x26mm, stainless steel shackle, 5-pin, no keys, engraved PES.LT); keys for padlocks (UNK Union, for padlock type 3122/51-PES/L); brass padlocks (50x60x26mm, ovaloid body, 8mm shackle, Union type 524 compatible); substation and trackswitch padlocks (ABUS Diskus 20/80, engraved 'PRASA HT', no keys); keys for substation and trackswitch padlocks (KA 624632, stamped 'HT', serialised); keys for HT and LT padlocks (SANS 1533:2005 Category 5, serialised); brass cast padlocks (60mm, 5-pin, 2 brass keys, CISA/UNION equivalent); tumbler keys (4-pin, A1963, engraved); pad keys (M024502/A8372 VIRO, die-stamped); brass padlocks (50mm, steel shackle, 5-pin, 2 keys, for gates, stores, toolboxes).

Prices must be quoted in South African Rand on a fixed price basis, inclusive of all applicable taxes. The pricing schedule must be completed in the prescribed format. PRASA may negotiate a market-related price if the highest scoring bidder's price is not market-related. Payment is within 30 days of receipt of a correct tax invoice. A funding contingency applies: the award is subject to PRASA securing budget allocation.

Bidders must be registered on the Central Supplier Database (CSD). A valid SARS Tax Compliance PIN is required. Bidders must complete SBD 1 (Invitation to Bid), SBD 4 (Bidder's Disclosure), and SBD 6.1 (Preference Points Claim). Bidders claiming preference points must submit acceptable evidence (B-BBEE certificate/affidavit, audited financials). Foreign suppliers must complete the foreign supplier questionnaire. No CIDB grading, bid bond, COIDA letter, or compulsory briefing session is required.
