Also, all engineering designs must be reviewed and signed off by a Professional Engineer (Pr Eng) or Professional Engineering Technologist (Pr Tech Eng) registered with ECSA; evidence includes identification of responsible engineers, valid ECSA registration certificates, and confirmation of formal design review and sign-off process. Phase 2: Functionality (qualitative) evaluation – technical criteria weighted 100%, with a minimum threshold of 80%. Tenderers not meeting the threshold are disqualified. Prices are evaluated inclusive of VAT, corrected for arithmetical errors, excluding contingencies, adjusted for variations, and compared on a Net Present Value basis. Unconditional discounts are considered; conditional discounts are not considered for evaluation but implemented at payment. Prices are scored out of 90 points.
