Appointment of a service provider to compile the 2025/2026 water services development plan (wsdp) and water services audit report for bergrivier municipality

Quotations must be deposited in the tender box at Municipal Offices, 13 Church Street, Piketberg before 12:00 on 19 August 2026. Envelopes must be sealed and clearly marked with the quotation reference and description. Bids addressed to municipal officials in their personal capacity will be disqualified. The municipality is not liable for bids not placed in the tender box by courier companies. Late, incomplete, faxed or emailed quotations will not be accepted. Proof of dispatch is not proof of receipt. Returnable forms include the pricing schedule (MBD 3.2), Declaration of Interest (MBD 4), Preference Points Claim (MBD 6.1), and other MBD forms as listed. All forms must be completed, signed and submitted with the quotation.

Quotations will be evaluated according to Council's Supply Chain Management Policy using the 80/20 points system. Points allocation: Price 80, B-BBEE 10, Locality 10. The successful provider is the one scoring the highest points. In case of equal points, the bidder with the highest points for specified goals wins. Bidders must complete the Preference Points Claim form to qualify for preference points. B-BBEE status level points are awarded per the 80/20 system table. Failure to submit a B-BBEE certificate or sworn affidavit results in 0 points for B-BBEE.

Scope: Compile the 2025/2026 WSDP Performance and Water Services Audit Report for Bergrivier Municipality according to the DWS 2014 template. The report must include: Water Services Authority Profile (map, administration, overview), WSDP Performance Report (reference, objectives, projects, impact), and Water Services Audit Report (IWA Water Balance, delivery profile, access, cost recovery, tariffs, metering, revenue, water quality, incident management, water conservation, asset management, operations, resources, institutional arrangements). Incorporate KPIs from SDBIP and latest Blue, Green and No Drop assessments. Compile detailed IWA Water Balance models for each town up to June 2026, differentiating bulk, treatment and internal distribution losses, and non-revenue water. Complete DWS No Drop IWA Water Balance spreadsheet for all towns. Summarise monthly WTW and WWTW flows per plant, including hydraulic and organic loads. Develop future water requirement projection models linked to population and losses. Calculate water quality compliance per SANS 241:2015 and final effluent compliance per plant authorisations. Summarise asset register data (opening costs, book values, RUL, age, condition) per component. Upload and update information on the online WSDP platform. Submit final report to DWS once approved by the Municipality.

The approach must incorporate SDBIP KPIs, Blue/Green/No Drop assessments, IWA Water Balance models, No Drop spreadsheet, monthly flow summaries, future projections, water quality compliance calculations, and asset register summaries. Bidders must provide at least three contactable references of previous reports or documents compiled. Quotations will not be evaluated if fewer than three references are provided.
