Tenders must be submitted on the official tender documentation issued by the municipality. The completed tender and supporting documents must be placed in a sealed envelope, endorsed externally with the tender number (Q12/2026/27), description, and closing date. Envelopes must be deposited in the Tender Box at the Municipal Offices, 1 Dirkie Uys Street, Bredasdorp, or posted to reach the Municipal Manager, Cape Agulhas Municipality, PO Box 51, Bredasdorp, 7280, before the closing time. Proof of posting is not accepted as proof of delivery. Faxed, e-mailed, or telephonic tenders will not be accepted. Late, incomplete, open, or unmarked tenders will not be considered. Tender documents must be completed in full, each page initialled, and no pages removed. Alterations must be made by striking through in black ink and initialling; correction fluid/tape is prohibited. All returnable documents must be completed and signed. The Form of Offer and Acceptance (Part C1.1) must be fully completed and signed. The tender offer must remain valid for 90 days after closing. A two-envelope procedure is not followed. Tenders will be opened in public immediately after closing at the municipal offices.

Tenders are evaluated under the 80/20 preference point system: Price (80 points) and Specific Goals (20 points). Specific Goals comprise B-BBEE Status Level contributor (10 points) and Locality of Supplier (10 points). Total points: 100. The evaluation method is Method 3 (financial offer and quality). Tenders that fail to score the required minimum points for quality will be rejected as non-responsive. Bidders must be registered on the Central Supplier Database (CSD). Bidders must be registered with the CIDB in a contractor grading designation of 1 GB / 1 SL or higher (or be capable of being so prior to evaluation). A valid original Tax Compliance Status Pin from SARS must be submitted. B-BBEE Status Level Verification Certificate (or EME sworn affidavit) must be submitted to claim preference points. Bidders must attend the compulsory clarification meeting. Bidders must not be in arrears with municipal rates and taxes for more than three months. Bidders must complete the Compulsory Enterprise Questionnaire. Joint ventures are eligible provided each member is CIDB registered and the combined grading meets the requirement. Bidders must submit a signed Form of Offer and Acceptance (Part C1.1).

The scope of work is the supply, delivery and installation of burglar mesh stone guards and Clearvu-type burglar bars at the Napier Community Hall. The works are described in Part C3 of the tender document, including C3.1 Description of the Works, C3.2 Engineering, C3.3 Procurement, and C3.4 Construction. The contract is a re-measurement contract with a Bill of Quantities (C2.2) and a Day work Schedule (C2.3).

Prices must be quoted in South African Rand and include VAT. Prices must remain firm for the contract period. Price escalation may be considered for industry-related increases if substantiated with proof and submitted prior to implementation. All bid prices are final and binding. If a bidder becomes a VAT vendor during the contract period, the awarded prices are deemed inclusive of VAT and no adjustment is allowed. The tender offer must remain valid for 90 days after closing. The contract period is from date of commencement. A Bill of Quantities and Day work Schedule must be completed. Arithmetical errors will be corrected: amounts in words govern over figures; unit rates govern over line-item totals unless there is a gross decimal misplacement, in which case the line-item total governs. Imbalanced unit rates must be justified or adjusted. The employer may reject a tender if the tenderer does not accept corrections.

CSD registration: Bidders must be registered on the Central Supplier Database (CSD) at https://secure.csd.gov.za.

Tax Compliance: A valid original Tax Compliance Status Verification Pin issued by SARS must be submitted with the tender.

CIDB registration: Bidders must be registered with the Construction Industry Development Board (CIDB) in a contractor grading designation of 1 GB / 1 SL or higher. Joint ventures must submit certificates for each partner.

B-BBEE: Bidders must submit an original valid or certified copy of a B-BBEE Status Level Verification Certificate (in terms of the Construction Sector Charter) or an EME sworn affidavit. Non-submission means zero preference points but not disqualification.

Declaration of Interest (SBD 4): Discloses whether any director or shareholder is employed by the state or connected to the municipality.

Certificate of Independent Bid Determination (SBD 9): Certifies the bid was prepared independently and no collusion.

Compulsory Enterprise Questionnaire: Must be completed; conflicts of interest may affect responsiveness.

Municipal arrears: Bidders must not be in arrears with municipal rates and taxes for more than three months.

Tender Defaulters: Bidders or principals must not be listed on the Register of Tender Defaulters.

State employment: Bidders or principals must not be employed by the state or a municipality unless official approval is included.
