Evaluation follows two steps: Step 1 assesses eligibility and responsiveness; Step 2 scores price and preference. The 80/20 preference point system applies (tenders below R50 million). Price scores up to 80 points using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Preference points total 20: 10 for B-BBEE status level and 10 for locality. Locality points require municipal account or lease agreement in the business name. Bidders must be tax compliant on the CSD and hold a valid tax clearance certificate. Non-responsive criteria include: failure to provide a completed Compulsory Enterprise Questionnaire, lack of authority for partnerships/JVs, incomplete Declaration of Interest, conflict of interest, non-compliance with Certificate of Independent Bid Determination, being restricted for SCM abuse, or being an advisor/consultant to the employer with a conflict. Bidders must list at least 3 successfully completed hydrogeological projects in the past 10 years, each with a minimum value of R400,000, specifically involving coastal or confined aquifers, wellfield management under a Water Use License, and numerical/wellfield modelling. Signed reference letters must be attached. Key personnel must meet minimum qualifications and experience: Lead Hydrogeologist (MSc Hydrogeology, 10 years, SACNASP registered), Hydrogeologist (MSc, 2 years, SACNASP), GIS Professional (MSc Geoinformatics, 2 years). The lead hydrogeologist must sign off on all reports. All personnel must speak at least 2 official Western Cape languages. Failure to meet these requirements renders the bid non-responsive.

Scope: Specialist hydrogeological services for Saldanha Bay Municipality for the period ending 30 June 2029. Work includes hydrogeological services related to coastal aquifers or confined aquifers, wellfield management in accordance with a Water Use License, and numerical and wellfield modelling. Field data collection requires a 4-wheel drive vehicle to reach some boreholes, especially in summer; no additional claims will be entertained. The lead hydrogeologist must sign off on all reports. Key personnel must be able to speak at least 2 official languages of the Western Cape.

Pricing schedule must be completed in Excel; the pricing schedule completed in non-erasable ink will govern. Tender offer validity period is 84 days. A non-refundable tender deposit of R306.00 is payable to Saldanha Bay Municipality for collected documents; payment in cash or bank transfer. Professional indemnity insurance of at least R1,000,000 per claim is required for the full contract period; proof must be attached. The municipality may request written evidence of financial, labour and resources adequacy, and may appoint chartered accountants to investigate financial resources. Bidders must not be in arrears with municipal rates and taxes for more than 3 months. For contracts exceeding R1 million, bidders must be VAT registered.

CSD registration and tax compliance: bidders must be registered on the Central Supplier Database and provide a valid tax clearance certificate or CSD number. B-BBEE: MBD 6.1 Preference Points Claim form and proof of B-BBEE status level (SANAS accredited certificate or sworn affidavit for EME/QSE) must be submitted; failure results in 0 points for B-BBEE. Locality: municipal account or lease agreement in the business name required for locality points. Professional indemnity insurance: minimum R1,000,000 cover, proof attached to Appendix 3. SACNASP registration for hydrogeologists. Authority to sign: Form 2.1.2 with board resolution or power of attorney. Joint ventures: written power of attorney, pro-forma JV agreement, major partner at least 40% of turnover/credit criteria, each other partner at least 25%.
