The independent development trust (idt), on behalf of the limpopo department of sport, arts and culture, is appointing a multidisciplinary professional service provider to undertake a comprehensive feasibility study for the establishment of a world-class sport high performance centre in limpopo. The study will cover need, site, technical, financial, economic, environmental and institutional aspects, and must produce a bankable feasibility report. The most consequential requirement is that the main bidder must be registered in a built-environment discipline and at least 51% of the company's directors or shareholders must be professionally registered; failure to meet either will disqualify the bid.

Mandatory documentation: Submit all returnable documents including professional registration of the director, proof of physical address, CSD registration, certified ID copies, COIDA or FEMA good standing, SBD forms (1, 4, 6.1), certificate of authority for signatory (if not sole owner), and Professional Indemnity insurance cover of not less than R5 million from an FSCA-registered institution.
Team composition: Provide a multidisciplinary team covering at least the built-environment disciplines listed (e.g. architecture, engineering, quantity surveying) and allied disciplines such as biokinetics, sport science, economics, and ICT; the main bidder must be a registered built-environment professional.
Functionality threshold: Score a minimum of 75% on functionality to qualify for further evaluation; functionality includes key personnel qualifications and experience (30 points), company experience in feasibility projects (25 points), methodology and work plan (15 points), and a presentation (10 points).
Delivery timeframe and pricing: Complete all key deliverables within a maximum of four (4) months from the start date, and provide a detailed breakdown of proposed professional fees, operational costs (including 5% of professional fees) and total fees per deliverable.
