Bidders must submit their tenders in a sealed envelope clearly reflecting the tender number and tender description. The tender must be deposited in the tender box situated at 2 Kotze Street, Women’s Jail, East Wing, Constitution Hill, Braamfontein 2017. The tender must be received on or before the closing date and time. Late tenders will not be accepted.

Bidders must submit: technical proposal, completed and signed SBD documents, CSD registration report, one proposal, approved plan of the offices/facility by the Municipality.

The evaluation will be conducted using the 80/20 preference points system: 80 points for price and 20 points for specific goals. Bidders must score a minimum of 65% on functionality to be considered for further evaluation. Functionality criteria include: location of property, property size, management of outsourced services, maintenance plan, facility management team, project methodology, and site inspection.

The property must have a minimum of 250m2 for office space and provide for 9 undercover parking bays. The property must meet all relevant legislative requirements including OHS, electrical, fire, and universal access for people with disabilities. The property must be within 6km radius of Polokwane CBD and public transport facilities.

The service provider is required to provide a detailed plan depicting how the services will be delivered to the CGE.

The bidder must demonstrate proven skills, expertise, and experience in providing Commercial Office facilities and Facility Management services.

The bidder must provide a maintenance schedule/plan/proposal outlining routine/preventative maintenance and reactive maintenance. Plans should reflect realistic timelines, qualified personnel, and clear accountability.

Pricing must be quoted in South African Rand (ZAR) including VAT. Pricing must remain valid for 120 days from closing date. The pricing schedule includes items for 12 months office space rental, 12 months parking, tenant installation costs, and other costs.

Bidders must comply with applicable norms and standards. Bidders must be registered on the Central Supplier Database (CSD). Bidders must submit a valid CSD report. Bidders must complete and sign all mandatory SBD forms.

The Contract Price shall be subject to contract price adjustment. The bidder shall complete Annexure 4; failure to do so may result in the tender being declared non-responsive or prices deemed subject to zero-rated adjustment.

Special Conditions of Contract: The Contract Price shall be subject to contract price adjustment.

Mandatory requirements: Bidders must be the owner of the leased property. Property must have Gross Leasable Area (GLA) of minimum 250m2 for office space and minimum 9 easily accessible under-cover parking/basement bays in the same premises.
