The applicable preference point system is the 80/20 system (for requirements up to R50 million) or 90/10 system (for requirements above R50 million). Points are allocated as follows: Price 80 points, Specific Goals 10 points, B-BBEE 10 points, total 100 points. Specific goals include: Garden Route area (10 points), Western Cape area (5 points), Outside Western Cape (0 points). Sites: Bitou Campus (Plettenberg Bay), Beaufort West Campus (Beaufort West), Central Office (George), Foster's Manor (Oudtshoorn), George Campus (George), Huis-Sommers Hostel (Oudtshoorn), Hessequa Campus (Riversdale), Hessequa Hostel (Riversdale), M.C. Stander Hostel (George), Mossel Bay Campus (Mossel Bay), Oudtshoorn Campus (Oudtshoorn). Inspections must cover fire safety systems, emergency preparedness and evacuation arrangements, first aid facilities, health and safety signage, electrical safety, housekeeping and workplace hygiene, incident reporting and record management, risk assessments, PPE requirements, OHS committee compliance, building and infrastructure safety, and compliance with statutory OHS documentation. Deliverables: individual inspection reports for each site, a consolidated summary report, corrective action recommendations, and OHS Compliance Certificates for compliant sites. Pricing schedule: Item 1 - Conduct comprehensive OHS inspections at eleven (11) College sites, including issuing of OHS Compliance Certificates, quantity 11, rate and amount to be provided. Subtotal (Excl. VAT), VAT (15%), Total (Incl. VAT). The price must be all-inclusive and cover all services as per the specifications. The offer must remain valid for 60 days from submission. Payment will be made by electronic bank transfer. Tax invoices and supporting documents must be submitted by the 1st business day of the month for payment by the end of the same month; otherwise payment is by the end of the following month. No penalty interest will be paid for late payment due to non-compliance with documentation requirements. No contract will be concluded with a bidder whose tax matters are not in order or whose municipal rates and taxes are in arrears.

Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD number or a valid SARS Tax Compliance Status PIN. A valid tax PIN certificate must be submitted. B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points. Proof of professional registration or accreditation by the South African Institute of Occupational Health and Safety (SAIOSH) or relevant competency is required. The inspection must cover fire safety systems and equipment, emergency preparedness and evacuation arrangements, first aid facilities and appointments, health and safety signage, electrical safety compliance, housekeeping and workplace hygiene, incident reporting and record management, risk assessments, Personal Protective Equipment (PPE) requirements, occupational health and safety committee compliance, building and infrastructure safety, and compliance with statutory OHS documentation.

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions. The successful bidder must sign a written contract form (SBD 7). Performance security may be required within 30 days of contract award, in the form of a bank guarantee, irrevocable letter of credit, or cashier's cheque. The supplier must not assign or subcontract without prior written consent. Delays in performance may incur penalties calculated at the current prime interest rate per day of delay. The purchaser may terminate the contract for default, insolvency, or corrupt or fraudulent practices. Disputes are to be resolved amicably, then through mediation, and finally in a South African court. The contract is governed by South African law and written in English. The supplier must indemnify the purchaser against third-party claims of patent, trademark, or design infringement. Intellectual property developed for the college vests in the college.

Special conditions: Company registration form / Corporate document (CIPRO); BBBEE certification; Latest municipal account/Lease Agreement; A copy of the original tax clearance or printed certificate with PIN; CSD registration number. Remuneration: Original, detailed, correct and complete tax invoices, monthly statements (where applicable), VAT registration numbers, verification of bank details and any other relevant supporting documents must be submitted to SCC after it has acknowledged receipt in writing of the services procured or goods received. Tax invoices and all necessary supporting documents must be submitted by the 1st business day of a calendar month for payment by the end of the same month, otherwise payment by the end of the following month. No penalty interest shall be charged if requirements not complied with. Payment shall be effected by electronic bank transfer or other method at SCC's discretion.
