Bids must be submitted electronically to [email protected] before the closing date and time. Bids must be on the official forms provided and bidders should initial all pages. Late bids will not be accepted. Returnable forms include the Invitation to Bid (Annexure A), Bidder's Disclosure (SBD 4), Preference Points Claim Form (SBD 6.1), Pricing Schedules for each region (Annexures G1-G3), and the POPIA Supplier Notice and Consent form. The successful bidder must sign a written contract form (SBD 7). Incomplete standard bidding documents may lead to rejection. Bidders must submit proof of subcontracting arrangements if applicable, and a signed teaming agreement for joint ventures, consortia, trusts, or partnerships.

The 80/20 preference point system applies: 80 points for price and 20 points for specific goals (B-BBEE status level). B-BBEE points are claimed via SBD 6.1; failure to submit proof means no preference points are claimed. SAWS may request shortlisted bidders to present their service offering to the evaluation committee and may conduct site visits to verify firm existence and capacity. SAWS may reject bids that are not market-related, where tax matters are not in order, or where corrupt or fraudulent acts are proven. Reference and background checks may be conducted on bidders.

Sites are grouped into three regions: Region 1 (Western and Northern Cape) includes George, Cape Town, Kimberley, Upington, Calvinia, Springbok, Kathu, Alkantpan; Region 2 (Gauteng, Limpopo, Mpumalanga, Northwest, Free State) includes Irene, Bethlehem, Mafikeng, Lephalale, Satara, Lebowakgomo, Musina, Wolwespruit; Region 3 (Eastern Cape and KwaZulu-Natal) includes Richards Bay, Umtata, East London, Gqeberha, Aliwal North, Vryheid, Aberdeen, Vernon Crookes. Each site is listed with coordinates. The service provider must have approved operational premises with necessary infrastructure and relevant accreditation; a due diligence site visit will be carried out before award.

All prices must be in South African rand and inclusive of VAT. Bidders must indicate a ceiling price based on total estimated time for completion of all phases and all expenses inclusive of VAT. A cost breakdown of the ceiling price must be provided, including site locations with coordinates. Bidders must state the period required for commencement after acceptance of the bid, and whether rates are firm for the full project period; if not firm, provide the basis for adjustments (e.g., CPI).

A cost breakdown of the ceiling price must be provided, including site locations with coordinates. Bidders must state the period required for commencement after acceptance of the bid, and whether rates are firm for the full project period; if not firm, provide the basis for adjustments (e.g., CPI). SAWS may request audited financial statements before award to ascertain financial stability. Payments will be settled within 30 days from receipt of invoice.

Tax compliance: submit a SARS Tax Compliance Status PIN or a printed TCS certificate; if no PIN, provide a CSD number. Each party in a consortium/joint venture/subcontracting arrangement must submit separate TCS certificate/PIN/CSD number. No bids from persons in the service of the state, or companies/close corporations with such directors or members. Foreign suppliers with no SA tax obligations must complete the questionnaire in Annexure A. B-BBEE: submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. SBD 4 (Bidder's Disclosure) must be completed; false declarations disqualify the bid. SBD 6.1 (Preference Points Claim) must be submitted to claim B-BBEE points.

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. The successful bidder must conclude a Service Level Agreement (SLA) with SAWS, which will form part of the supply agreement and be used to measure and monitor supplier performance. Bidders must indemnify SAWS against third-party claims of infringement of patent, trademark, or industrial design rights. SAWS may cancel the bid before award if needs change, funds are unavailable, no acceptable tenders are received, or material irregularities occur. Bidders must not attempt to influence the award decision. Costs of preparing and submitting bids are borne by the bidder.
