Facilities management audit – national government tender

Appointment of a professional service provider to conduct a comprehensive facilities management and property management performance audit, including an audit of building conditions and utilization assessment of offices occupied by the South African Social Security Agency for a period of eighteen (18) months. The audit covers all nine provinces and Head Office, approximately 490 offices. The scope includes physical inspections, stakeholder engagement, and skills transfer to SASSA officials.

Bids must be deposited in the SASSA tender box at SASSA Head Office, 501 Prodinsa Building, Cnr Steve Biko (Beatrix) and Pretorius streets, Arcadia, Pretoria, by the closing time. Late bids will not be accepted. All bids must be submitted on the official forms provided (not to be re-typed). Returnable forms include SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 8 (Declaration of Past SCM Practices), SBD 9 (Certificate of Independent Bid Determination), and a signed contract form (SBD 7) for the successful bidder. Proof of authority to sign (e.g., company resolution) must be submitted.

Evaluation is in two stages (two-envelope system). Stage 1: Functionality (weight 100 points) – minimum 70 points required to proceed. Criteria: (1) Experience in building condition assessment projects (30 points) – scored on number of completed projects with proof. (2) Track record by value of completed projects (30 points) – scored on total value. (3) Audit methodology, detailed project implementation plan, resource allocation, and skills transfer plan (40 points) – scored 1 to 5. Stage 2: Price and B-BBEE status level contributor. Preference points system is 80/20. B-BBEE points are allocated per specific goals table (e.g., Level 1-2 contributor with at least 51% black women ownership gets 20 points; Level 1-2 contributor gets 14 points; non-compliant gets 0). In case of multiple claims, SASSA allocates points for the highest-scoring specific goal.

Scope: Conduct a comprehensive facilities management and property management performance audit, including a physical audit of building conditions and utilization assessment of all offices occupied by SASSA in all nine provinces and Head Office, over 18 months. The audit must comply with the National Building Regulations and Building Standards Act, GIAMA, OHS Act, and Space Planning Norms and Standards. Deliverables include: (1) A comprehensive immovable properties status audit report with recommendations. (2) A building condition assessment report covering substructure, superstructure, roof, finishes, services, disability friendliness, and prioritized maintenance costing. (3) Compliance assessment with municipal bylaws for SASSA-built offices. (4) Engagement with SASSA Employee Wellness and Local Office Managers on infrastructure needs. (5) Office space utilisation audit per GIAMA and Space Planning Norms. (6) Verification and update of the SASSA Immovable Property Portfolio Register (490 offices). (7) Analysis and compilation of User Asset Management Plan and Infrastructure Plan for 2027-2030. (8) Recommendation of a future-fit infrastructure and accommodation model. (9) On-job skills transfer to SASSA personnel on space utilisation auditing, maintenance budgeting, disability friendliness assessment, lease register updating, UAMP compilation, and OHS compliance auditing.

Only firm prices will be accepted. Non-firm prices (including those subject to exchange rate variations) will not be considered. The bid price must be inclusive of professional fees, supporting costs, travelling, accommodation, and overheads. Pricing schedule (SBD 3.1) must be completed.

Mandatory: Valid SARS Tax Compliance Status PIN or printed TCS certificate. Proof of registration on the Central Supplier Database (CSD). Fully completed and signed SBD forms. Bidders must not be persons in the service of the state, nor companies/CCs with directors/members who are persons in the service of the state. B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) required to qualify for preference points. Foreign suppliers must complete the questionnaire in Part B:3. Failure to provide any required particulars may render the bid invalid.

Administrative compliance: bidders must submit Tax Compliance Status PIN, proof of CSD registration, and fully completed and signed SBD forms. Non-compliance may result in disqualification. (2) Track record by value of completed projects (30 points) – scored on total value (less than R1m = 1, R1m-R4m = 2, above R4m-R8m = 3, above R8m-R10m = 4, above R10m = 5). (3) Audit methodology, detailed project implementation plan, resource allocation, and skills transfer plan (40 points) – scored 1 to 5 based on completeness and clarity. Stage 2: Price and B-BBEE status level contributor under 80/20 system.
