Submission must include: SHEQ plan, detailed methodology for unloading and separation, resource plan, equipment list, project schedule, and references from similar past projects.

• Scope: Safely unload, handle, segregate, drum, and prepare spent catalyst from eight specified reactors at the PetroSA GTL Refinery in Mossel Bay.
• Reactor details include internal volumes and conditions (e.g., purged with nitrogen, hot-swept with hydrogen, carbon removed). Residual hydrocarbons and hazardous atmospheres may be present.
• Services required: Mobilisation/demobilisation, method statements, risk assessments, confined space entry, catalyst extraction, separation from foreign materials, packaging, waste management, SHEQ controls, and final reporting.

• The contractor must employ an unloading methodology that minimises catalyst losses, contamination, and unnecessary handling, maximising recovery due to precious metal content.
• Preferred methodology: Use a continuous vacuum extraction system or equivalent enclosed transfer system to transfer catalyst directly from reactors into export drums or sealed intermediate collection vessels.
• Discharge of catalyst onto open surfaces (ground, platform, tarpaulins, skips, bins) is prohibited unless specifically authorised in writing by PetroSA due to unavoidable operational constraints.
• The contractor must describe the proposed catalyst transfer system in the methodology submission and demonstrate how losses will be controlled and quantified.
• Measures must include minimising dust generation, preventing contamination, maintaining traceability, recovering spilled catalyst, segregating foreign materials, and preventing cross-contamination.
• The technical proposal must detail: proposed unloading methodology, methodology for catalyst/ceramic separation, expected separation efficiency and recovery rates, anticipated contamination levels, limitations/constraints/assumptions, and any recommended pre-treatment requirements.

• The contractor must provide, maintain, and utilise specialist equipment and systems for safe execution, including:

• Inert and confined space entry systems.
• Personnel life-support systems.
• Atmospheric and gas monitoring equipment.
• Emergency rescue and retrieval systems.
• Continuous communication systems for personnel within reactors.
• Remote internal visual inspection equipment (where required).
• Dust minimisation and containment systems.
• Equipment for safe catalyst extraction, handling, and transfer operations.

• All equipment in hazardous areas must be certified and suitable for the area classification and operating environment.
• Continuous gas monitoring and communication systems must remain fully operational during entry and unloading.
