Stage 1 Eligibility: 1) Attendance at compulsory clarification meeting by authorized representative; 2) Minimum 3 Electrical/Mechanical Engineers/Technologists registered as EPC professionals with valid SANEDI confirmation letters; 3) 1 Project Manager with NQF Level 6 in Engineering Built Environment; 4) Signed Form of Offer; 5) Completed Activity Schedule. Stage 2 Functionality: Minimum 60 points across four criteria: Previous Experience (T2.2-03, max 50 points), Key Personnel Evaluation (T2.2-04), Approach Paper (T2.2-05), Project Organogram (T2.2-06). Only tenderers meeting 60-point threshold proceed to Price and Specific Goals evaluation (80/20 or 90/10).

• Scope: Provision of Energy Performance Certification for TNPA buildings and facilities for a period of six (6) months.
• Key Personnel Requirements: Minimum of three (3) Mechanical/Electrical Engineers/Technologists registered as Energy Performance Certificate (EPC) professionals with valid SANEDI confirmation letters. One (1) Project Manager with NQF Level 6 qualification in Engineering Built-in Environment and at least 3 years postgraduate experience managing NEC3 projects.
• Experience Criteria: Tenderers must demonstrate experience in Energy Management/Energy Audit projects and in executing Energy Performance Certification (EPC) projects. Scoring based on number of comparable projects (1 to 4+ projects per category).
• Deliverables: Energy Performance Certificates for leased buildings and facilities.

• Pricing must be submitted electronically via the eSupplier portal; no paper pricing schedules.
• Required financial documentation: Three (3) years audited financial statements (Schedule T2.2-17).
• Insurance: Evidence of insurance provided by the consultant (Schedule T2.2-16).
• Payment terms and contract value thresholds influence preference points system (80/20 for ≤R50 million, 90/10 for >R50 million).

• Mandatory Documents to Submit: Valid Tax Clearance Certificate (or TCS PIN), Valid B-BBEE Certificate (SANAS-accredited or sworn affidavit for EME/QSE), Proof of Central Supplier Database (CSD) registration, Letter(s) of Good Standing (from entity or each JV member).
• Professional Registrations: As per technical specifications.
• B-BBEE Preference: Points awarded for B-BBEE Status Level 1 or 2 (4 points under 80/20, 2 under 90/10) or for EME/QSE with 51% Black Ownership (16 points under 80/20, 8 under 90/10). Non-compliant (Level 3-8) scores zero.
• Other Compliance: Tenderer must not be listed on the Register of Tender Defaulters; must complete Compulsory Enterprise Questionnaire; subject to due diligence on legal capacity, solvency, and past performance.
