Source: BID DOCUMENT_ NERSA-2627-CSM-TS-BID008.pdf (TENDER) Evaluation is a three-stage process:
Stage 1: Administrative Compliance. Bids are checked for minimum requirements. Non-compliance leads to elimination.

Proof of similar projects with reference letters (30 points).
Understanding of the requirements (30 points).

Project team qualification and competency (30 points).
Stage 3: Price and Specific Goals (80/20 preference point system). Only bids scoring ≥60% in Stage 2 proceed.

Specific Goals: 20 points total.
Black Owned: 10 points (requires valid B-BBEE certificate or sworn affidavit).
Black Woman Owned: 10 points (requires valid B-BBEE certificate or sworn affidavit).
