Tender must comply with all conditions and specifications. Must submit completed Details of Tenderer, Certificate of Authority (if applicable), Declaration of Interest – State Employees (MBD 4), Conflict of Interest Declaration, Declaration of Past SCM Practices (MBD 8), Certificate of Independent Tender Determination, and Authorisation for Deduction of Outstanding Amounts. Tenderer must not be restricted under CCT SCM Policy, must have tax matters in order (or be exempt foreign supplier), must not be an advisor/consultant with conflict of interest, must not be involved with bid specification committee, must not have contravened Competition Act, and must meet other SCM Policy exclusions. Specific certifications required for items: Leather Fire Boots (EN15090:2012), Flash hood/Balaclava (NFPA 1971 2018), Structural Gear (NFPA1971 2018), Rechargeable Touch (UL certifications for hazardous areas), Gloves (EN 659:2003+A1:2008 with EN ISO 21420:2021), Helmet (NFPA 1970-2025).

• Scope: Supply and delivery of various articles of protective clothing for structural firefighting by the Fire and Rescue Service.
• Specific certification requirements per item/basket:

• Item 1 (Leather Fire Boots): EN15090:2012 for F2A, SRC HI3 and CL.
• Item 4 (Flash hood/Balaclava): NFPA 1971 (2018 edition).
• Basket 1 (Structural Fire Gear): Certification that outer shell, vapour barrier, and thermal barrier fully comply with NFPA 1971 (2018 edition).
• Basket 2 (Rechargeable Touch): Certification for usage in hazardous areas (UL classes specified).
• Basket 3 (Gloves): EN 659:2003+A1:2008 conformity with EN ISO 21420:2021.
• Basket 4 (Firefighter Helmet): Certified to NFPA 1970-2025.

• Samples must be provided within 21 business days of a written request from the City, delivered to the Fire and Rescue Service Clothing Store in Bellville.
• All items must have full manufacturer labels/content of material inserted where applicable.

• Tenderers must demonstrate the necessary professional/technical qualifications, competence, financial resources, equipment, managerial capability, reliability, experience, reputation, and personnel to perform the contract.
• The CCT may consider a tenderer's existing contracts with the CCT when assessing capacity.
• Tenderers must have legal capacity to contract, must not be insolvent or under legal proceedings, and must be free of conflicts of interest.

• Tenderers must provide samples for testing upon written request from the CCT.
• Samples must be delivered to the specified Fire and Rescue Service location within 21 business days of request.
• Samples submitted may not be returned, or may be returned in a altered state, especially if used for testing.
• Tenderers must cooperate with the CCT's external due diligence and risk assessment provider if requested.

• Complete the Price Schedule (C.4) in accordance with all pricing instructions.
• Prices/rates are evaluated per basket or line item.
• Arithmetical errors in the Price Schedule will be corrected by the CCT (e.g., amounts in words govern discrepancies, line item totals govern unit rates).
• For transactions over R10 million, additional financial documentation may be required.
• The CCT may negotiate with preferred tenderers on price and terms, provided it does not give an unfair advantage or lead to a higher price than submitted.

• Pricing must be completed as per the Price Schedule (C.4). Follow all pricing instructions stated therein.
• Tenders are evaluated per basket/item separately. The CCT may appoint multiple tenderers per basket/item based on pricing reasonableness, operational needs, capacity, and accreditation.
• No minimum order volume or monetary value is guaranteed during the 36-month contract period.
• Arithmetical errors in the Price Schedule will be corrected by the CCT according to specified rules (e.g., amounts in words govern discrepancies).
• Tenderers must be registered on both the CCT Supplier Database and the National Treasury Central Supplier Database (CSD) to receive orders and payments.
• For transactions over R10 million (VAT inclusive), tenderers may be required to submit audited financial statements, certificates of no overdue municipal services, and particulars of past state contracts.

• Mandatory Registrations: Must be registered on the CCT Supplier Database and the National Treasury Central Supplier Database (CSD).
• Tax Compliance: Must provide a valid SARS Tax Compliance Status PIN. Foreign suppliers not required to register with SARS must declare this.
• Required Declarations: Submit completed schedules including Declaration of Interest – State Employees (MBD 4), Conflict of Interest Declaration, Declaration of Past SCM Practices (MBD 8), Certificate of Independent Tender Determination, and Authorisation for Deduction of Outstanding Amounts.
• Preference Points: To claim preference points for specific goals (e.g., promotion of micro and small enterprises), submit sufficient, verifiable documentary proof.
• General Eligibility: Tenderer must not be restricted for SCM abuse, must have tax matters in order, and must not be involved in conflicts of interest or have been found guilty of contravening the Competition Act.

• Tenderers must comply with the Occupational Health and Safety Act and regulations.
• Upon request, a detailed Health and Safety Plan must be submitted to demonstrate competency and resources.
• The contract includes an Occupational Health and Safety Agreement (C.3) requiring the supplier to ensure work is performed in compliance with OHSA.
• Subcontractors must also enter into a health and safety agreement and comply with conditions.

• Contract period: 36 months from commencement date, not prior to 1 July 2028.
• The CCT may appoint a 'Standby Bidder' who may be considered for award if the initial contract is terminated.
• Dispute resolution: Objections/complaints must be lodged within 14 days of the decision; appeals under Section 62 of the Municipal Systems Act must be submitted in writing to the City Manager within 21 days.
• The CCT reserves rights to cancel the tender, reject all offers, or negotiate with preferred tenderers under specified conditions.
• Tender validity: 120 days initially, extendable up to 12 months plus a possible further 6 months by mutual agreement.
• Withdrawal of a tender after closing may incur liability for additional costs to the CCT.

• The 80/20 preference point system applies.
• Price scoring formula: Ps = 80 x (1 - (P - Pmin) / Pmin).
• Preference points for specific goals are allocated based on percentages of total expenditure/profit directed towards designated groups, as per the detailed table.
• Points range from 0 to 6 depending on the percentage achieved.
