Eligible bidders must be registered with the CIDB with a contractor grading designation of 3ME or higher in the ME class of construction work. Joint ventures are eligible if every member is registered with the CIDB, the lead partner has the required grading, and the combined grading meets the requirement. Bidders must be registered on the Central Supplier Database (CSD) and have a valid tax compliance status. They must not be listed on the Register of Tender Defaulters and must not have any conflicts of interest. Bidders must also be in good standing with the Compensation Fund or a licensed insurer. Evaluation is in two phases: Phase One – compliance and responsiveness to bid rules and conditions; Phase Two – evaluation on PPPFA (80/20 system). Maximum points: 80 for price, 20 for specific goals, total 100. Specific goals include local content (100% threshold for Steel Products, PVC, Concrete, and Components), locality (Buffalo City Municipality or Amathole District Municipality), and other goals as per SBD 6.1. Bidders must complete and sign SBD 6.1 to claim specific goal points. The department intends to award to the highest point scorer as a whole.

Scope: Two-year term contract for supply, servicing, repairs, and maintenance of HVAC mechanical equipment for Amathole District and Buffalo City Metro Cluster Five. Contract based on NEC3 Term Service Contract (April 2013). Eligibility: Contractors must have CIDB Grading 3ME or higher in the ME class of works. Joint ventures are eligible if all members are CIDB-registered, the lead partner has ME grading, and the combined grading meets or exceeds 3ME. Required personnel: Certified qualifications in refrigeration and air-conditioning systems, including proof of registration as an authorised refrigeration practitioner and safe handling of refrigerants. Technician’s certified ID copy must be submitted. Work must comply with Occupational Health and Safety Act (1993) and Construction Regulations (2014). EPWP specifications apply. Practical completion date: 24 months from commencement. Non-compliance may result in contract termination.

Pricing must be in South African Rands (ZAR), inclusive of all duties, taxes (except VAT), and levies applicable 14 days before closing. VAT (15%) must be shown separately.
