SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people = 10 points; black people who are Women-Equity ownership = 5 points; black people who are Youth- Enterprise (18-35) = 5 points. Bidders that fail to submit proof on specific goals will not be allocated points.
