At least one key person must be a Pr.Eng with ≥15 years post‑qualification experience in roads and stormwater design. The entity must provide proof of current ECSA registration for all principals, tax compliance, VAT registration, CSD registration, and professional indemnity insurance (≥2× contract value). Joint ventures/consortia are allowed provided each partner meets the eligibility criteria and submits separate compliance documents.

A Civil Engineer (Pr. Eng) who is registered in terms of the Engineering Profession Act (Act

of proof of registration with Engineering Council of South Africa (ECSA), certified

qualifications and detailed CV to be submitted.

BSc/BEng: Civil Engineering, and minimum of 15 years post qualification Experience

in Roads and Stormwater Design and Construction. The Civil Engineer shall be given a

maximum of 35 points as follows:

1.1. Less than Fifteen (15) years post qualification experience in water services= 0 points

1.2. Fifteen (15) years or more but less than Twenty (20) Years post qualification experience

in water services = 20 points

1.3. Twenty (20) years or more years post qualification experience in water services = 35

points

Nb:

• Post Qualification Experience is calculated from the date of attainment of the

each of the members of an evaluation panel according to his/her assessment of the qualifications and

experience of the human resources allocated to the project in terms of the Key Persons (Data provided

by the Service Provider, clause 7.1.2), from information contained in curriculum/curricula vitae submitted

7.5. Stage 5: risk assessment

Section 2(1)(f) of the PPPFA provides that “the contract must be awarded to the tenderer who scores the highest

points, unless additional objective criteria justify the award to another tenderer. In this tender these objective
