Specific goals: B-BBEE Level 1 or 2 contributor (7 points), at least 51% Black Owned (6 points), at least 30% Black Woman Owned (7 points). Non-compliant or Level 3-8 contributors score 0 for specific goals. Only administratively and substantively responsive tenders are evaluated further. Transnet may conduct a due diligence exercise and reserves the right to award to the highest scoring tenderer unless objective criteria justify another award.

Scope: Maintenance of railway track using on-track ballast regulating machines for the Western Region. Contract duration: 24 months. Machine requirements: self-propelled, rail gauge 1065 mm, maximum 20 tonnes per axle, must fit within vehicle gauge per Annexure 2 of the Manual for Track Maintenance, service and emergency brakes with minimum 12.5% retardation and 6% gravitational acceleration, capable of regulating sharp curves of radius R=135 m, travel free on rail up to a gradient of 1:30, regulate 1.2 km of ballast per hour. Machine must not be older than 10 years or must have been refurbished (reassembled and components replaced) within 5 years from award date. Bidders must submit machine specifications, drawings, and method statements as evidence.

CIDB registration: minimum contractor grading designation 7 CE or higher (or joint venture meeting combined grading rules). Joint ventures must provide a certified joint venture agreement.
