The cross-border road transport agency requires a service provider to conduct qualification, identity and background verification checks — including criminal record, credit, driver's licence, employment history and social media screening — on candidates recommended for appointment to vacant positions, under a three-year contract. Verification and reference reports must be delivered to the HR unit within seven days of each request, and each verification line item is priced separately for year 1, year 2 and year 3. The RFQ is evaluated on the 80/20 preference point system, with 80 points for price and 20 for specific goals. The most consequential point for bidders is that the three-year grand total drives the price score, and omitting any single mandatory document disqualifies the bid immediately.
Closing and submission: bids close on 16 October 2026 at 11:00 and must be emailed to [email protected] only — bids sent elsewhere or received late are not considered.
Mandatory returnables: SBD 1, CSD registration report, SARS Tax Compliance Status PIN, B-BBEE certificate or sworn affidavit, SBD 4 with Annexure A, SBD 6.1, and a priced quotation on company letterhead; any omitted item means immediate disqualification.
Pricing: firm prices per verification line item for Years 1, 2 and 3 inclusive of all applicable taxes, with VAT shown at 15%; the Year 1 + Year 2 + Year 3 grand total is the figure used for evaluation, and the offer must remain valid for 60 days from closing.
Evaluation: 80/20 split — 80 points for price and 20 for specific goals (B-BBEE Level 1–4 = 10 points, women-owned = 5, owned by disabled people = 5); no B-BBEE certificate or affidavit means zero preference points.
Registration and tax: CSD registration is compulsory to do business with C-BRTA, and consortia, joint ventures and subcontractors must each submit their own TCS PIN, certificate or CSD number.
Exclusions: bids are rejected from persons in the service of the state, companies whose directors or close corporation members are in state service, and anyone on the Register for Tender Defaulters or the List of Restricted Suppliers.
Delivery and authority: reports must reach the HR Unit within seven days of a verification request, the contract runs three years, and proof of authority to sign (such as a company resolution) must accompany the bid.

C-BRTA is a PFMA Schedule 3A agency established under the Cross-Border Road Transport Act. It advises, regulates, facilitates and enforces commercial cross-border road transport and licenses operators by issuing permits.
Project objective: appoint a service provider to conduct qualifications, ID verification and reference checks for candidates recommended for appointment to vacant positions, on a three-year contract.
The HR Unit fills vacancies regularly under the approved workforce plan, and the expired background-check contract is delaying finalisation of recruitment.
