Evaluation stages: Stage 1A (Mandatory Requirements): Failure to submit/meet mandatory documents/requirements results in automatic disqualification. Includes CIDB grading (or higher) and Bid Bond from a South African Bank (if applicable). Stage 1B (Other Mandatory Requirements): Failure to submit may allow a 3-working-day grace period; non-compliance thereafter results in disqualification. Includes: Letter of Good Standing (COIDA), valid SARS TCS PIN, completion of ALL RFQ documentation, Compulsory Briefing Session Attendance Register (if applicable), Joint Venture/Consortium/Subcontract Agreement (if applicable), CSD supplier registration number, SANAS Laboratory Certificate or third-party agreement letter. Stage 2 (Technical/Functionality): Minimum threshold of 60%. Criteria include Organizational Experience, Qualifications and Experience of Key Personnel, and Project Approach and Methodology. Scope: Calibrate and repair estimated 42 Alco Visor Mark X alcohol breathalyser machines. Requirements: Internal memory of instruments must be set after each calibration to indicate the correct date. Calibration certificate date must match the machine date. Date and time of machines must be checked and reset if required. Machines must be programmed to save all confirmatory tests conducted in mouthpiece test mode in correct numerical sequence (only positive tests saved). Calibration certificate must include: Instrument serial number, calibration date, next calibration date, clearly declared calibration procedure with traceability. Certificate must be signed by a competent and authorised person. Third-party SANAS-accredited laboratories may be used, but proof of agreement and the third party's SANAS certificate must accompany the RFQ document.

Pricing must be in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Fixed price basis required. Cost breakdown must be provided. Price escalation basis and formula must be indicated. Pricing must strictly follow the provided schedule; deviation may result in disqualification. Discounted prices will only be considered in the final evaluation stage on an unconditional basis. Payment terms: Within 30 days of receipt of correct tax invoice. Delivery period: Suppliers must offer their earliest possible delivery period (in working days from date of order).

Mandatory: Tax Compliance Status (TCS) PIN from SARS (submit via e-filing or printed certificate). If no TCS PIN, provide CSD registration number. All consortium/joint venture/subcontractor parties must submit separate TCS certificates/PINs/CSD numbers. Central Supplier Database (CSD) registration required for all bidders (except foreign suppliers with no local entity). B-BBEE: Preference points for Level 1 or 2 certification (sworn affidavit or SANAS-approved certificate) or at least 51% black youth ownership (certified ID copies of owners). CIDB grading (or higher) required. COIDA Letter of Good Standing. Proof of authority (e.g., company resolution) for bid signatory. Foreign suppliers: Must disclose residency, branch, permanent establishment, income source, or tax liability in RSA.
