• Submit the bid in person to the Tender Box at 310 Burger Street, Pietermaritzburg, 3201 no later than 12 March 2026 at 12:00 hrs.
• Faxed or emailed submissions will NOT be accepted.
• Provide one original hard‑copy and one electronic copy on a USB stick.
• All required forms (e.g., SBD4 – Bidder’s Disclosure, Assurance of Supply, ISO 9001 & ISO 14001 certificates, HAZMAT certificates, CSD registration, CIPC certificate, tax compliance PIN, proof of authorisation) must be completed, signed and included.
• No alterations, erasures or omissions are allowed; any corrections must be initialed in black ink by the signatory.
• Late or incomplete submissions will be rejected.
• Ensure you have the full bid documents before attending the compulsory briefing on 23 February 2026.

• Three‑stage evaluation:

1. Stage 1 – Mandatory/administrative compliance (submission of all required documents; failure may lead to disqualification).

2. Stage 2 – Functional/technical assessment (experience 40 %, quality management 15 %, environmental management 15 %, method statement 30 %). Minimum 70 points required to progress.

3. Stage 3 – Price (80 points) and Preference Goals (20 points) as per Preferential Procurement Regulations 2022.

• Minimum qualifying score: 70 points in Stage 2.
• Zero score in any listed criterion results in non‑responsiveness and disqualification.
• Preference points are awarded only if supporting documentation (B‑BBEE certificate, CPG declarations, etc.) is submitted.

Scope: Supply, delivery and off‑loading of aluminium sulphate (46‑48 % Al₂(SO₄)₃·18H₂O, specific gravity ~1.33) to multiple water and wastewater treatment plants within the Umgeni‑Uthukela Water system for a period of five years.

Deliverables include:

• Certified product samples (2 × 500 ml per site) for laboratory testing.
• Valid ISO 9001 and ISO 14001 certificates.
• HAZMAT certification for drivers (HAZCHEM) and compliance with National Road Traffic Act.
• Method statement covering order receipt, manufacturing, vessel inspection, pressure testing, filling, fleet management, shipping, customs clearance and lead‑times.
• Quality Management Plan and Environmental Management Plan.
• Insurance: Public Liability minimum R10 million for the contract period.

Performance: Adherence to service level agreement (see draft SLA) and monthly measurement & payment certificates.

• Pricing to be submitted in South African Rand, inclusive of VAT where applicable, as per SBD 3.1.
• Provide full pricing schedule (SBD 6.1) and price adjustment provisions (see Schedule 41).
• No bid bond or guarantee is expressly required, but the bid must remain valid for 180 days.
• Payment terms: Monthly invoicing; Service Provider paid on last day of the following month; CPG partner paid within 3 working days of Service Provider payment.
• Supplier must bear all costs of bid preparation and submission.

• Register on the Central Supplier Database (CSD) and provide CSD MAAA number.
• Valid tax compliance status (SARS PIN) required.
• B‑BBEE Level verification certificate or sworn affidavit must be submitted to claim preference points.
• Provide ISO 9001 and ISO 14001 certificates.
• HAZMAT driver certification.
• Submit CIPC registration certificate.
• Meet Contract Participation Goals (minimum 35 % of contract value, with at least 25 % from local UUW area and 10 % local participation).
• Foreign suppliers must prove RSA residency, permanent establishment, income source and tax liability in South Africa.
