Submit a sealed envelope containing the completed and signed tender document (including Form of Offer and Acceptance) and all required supporting documents. The envelope must be clearly marked with: Tender No. 253S/2025/26, Tender Description (MV SWITCHGEAR, TRANSFORMER AND MINISUBSTATION MAINTENANCE AND TRAINING), tender box number (195), and the closing date. Deposit the envelope into Tender Box 195 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town before 10:00 on 15 July 2026. Evaluation is based on a two-stage process: functionality (minimum 60/100 per work category) and price. Tenderers may bid for one or more of the three work categories (Oil Insulated Switchgear, Air Insulated Switchgear, GIS Switchgear) but must allocate unique staff per category. Functionality criteria per category: Previous Experience (0-40 points): Proof of maintenance work on specified switchgear/transformer makes and models (e.g., ABB, Reyrolle, GEC Alstom). Must submit maintenance reports, completion certificates, or client reference letters with asset type, scope, and contact details. Key Personnel (0-30 points): Minimum 2 maintainers per category with trade test/NQF Level 3 in Electrical Engineering, 2+ years MV experience, and accredited training certificates for minimum switchgear types (8 for Oil, 3 for Air, 6 for GIS). Maintenance Task Lists (0-30 points): Comprehensive task lists as defined in clause 27 of the Specification, submitted via Annexure D1/D2/D3. The CCT will appoint the highest-ranked tenderer as the main contractor and the second-highest as the alternative contractor. Only the main contractor’s alternative offer will be considered if it ranks higher than the next main tender. Non-responsive tenders include those with duplicate staff across categories, missing documents, or failure to meet minimum functionality scores.

Contract period: 36 months from commencement date. Scope: Maintenance and training for MV Switchgear, Transformers, and Minisubstations across three work categories: 1) Oil Insulated Switchgear (17+ models listed, e.g., ABB Tricon, Reyrolle, GEC Alstom), 2) Air Insulated Switchgear (6+ models, e.g., ABB AMS, Hawker Siddeley), 3) GIS Switchgear (11+ models, e.g., ABB SafeRing, Reyrolle RSF3). Deliverables: Maintenance reports, task lists (as per clause 27 of the Specification), and proof of experience for specified makes/models. Training must cover maintenance of minimum switchgear types per category (8 for Oil, 3 for Air, 6 for GIS). Key personnel must have: trade test or NQF Level 3 in Electrical Engineering (foreign qualifications certified by SAQA), 2+ years MV switchgear/transformer maintenance experience, and accredited training certificates. Unique staff allocation per work category is mandatory (no overlap). Joint ventures must specify work division per party.

Non-refundable tender fee: R200 (hard copy only; not applicable for website downloads). Pricing must comply with the Price Schedule (C.4). Required financial documents: Pro forma Performance Security/Guarantee (Annexure C), Advance Payment Guarantee (Annexure D). Contract Price Adjustment provisions (Schedule F.1) apply. Payment terms and financial capacity must be clearly detailed in the tender submission. The CCT will not cover costs incurred in tender preparation or testing.

Mandatory registrations: City of Cape Town Supplier Database (register at Supplier Management Unit or www.capetown.gov.za) and National Treasury Central Supplier Database (CSD) via https://secure.csd.gov.za. Tax compliance: Valid Tax Compliance Status PIN from SARS must be submitted with the tender. B-BBEE: Minimum Level 3 certificate required. Additional mandatory documents: Company registration certification, CSD report, B-BBEE certificate, Proof of Disability (if applicable), Financial Statements, sworn affidavits for preference claims.
