• Mandatory requirements for qualification:

• Minimum trade qualification: Carpenter with NQF Level 4 or recognized trade certificate.

• Foreign suppliers must meet RSA tax presence criteria (resident, branch, permanent establishment, or tax liability).

• Evaluation scoring:

• 80 points for price (lowest acceptable bid scores highest).
• 20 points for specific goals (e.g., local supplier proximity, B-BBEE status).
• Proof of specific-goal criteria is mandatory; failure to provide proof forfeits the 20 points.
• Preference points claimed must be verifiable at any stage by the procuring entity.

• Disqualification: Failure to submit all mandatory documents or comply with administrative criteria may result in disqualification after a 7-day grace period.

Scope of work:

• Verify all site measurements before fabrication.
• Manufacture, supply, deliver, and install kitchen cupboards.
• Supply and install countertops: choice of polished granite (20mm or 30mm) or Formica high-pressure laminate (32mm postform).
• Supply and fit hardware: soft-close concealed hinges, heavy-duty drawer runners (minimum 35kg load rating), adjustable legs, stainless steel handles, corrosion-resistant screws and fixings.
• Ensure proper levelling, alignment, and secure fixing of all units.
• Seal all joints and exposed edges with silicone.
• Remove all rubble and leave the site clean.

Technical specifications:

• Carcass construction: 18mm white melamine board; moisture-resistant board for sink units; all exposed edges sealed; joints glued and mechanically fixed; units must be rigid, square, and structurally sound.
• Doors and drawer fronts: 18mm melamine; smooth finish free of defects; all exposed edges fitted with 2mm impact-resistant PVC edging.
• Durable edging: 2mm PVC, machine-applied (iron-on not permitted), heat-sealed, moisture-resistant, suitable for high-traffic kitchen use.
• Countertops:

• Granite: 20mm or 30mm polished, all edges polished, sink and hob cut-outs included, sealed against moisture.
• Formica: 32mm postform laminated, high-pressure laminate finish, moisture-resistant backing board, 2mm PVC sealed edges.

• Installation: units must be level, plumb, and securely fixed; no visible gaps; exposed screws capped; surfaces protected during installation.
• Warranty: minimum 12-month workmanship warranty; all materials must be new and free from defects.
• Colour of cupboards and countertops to be confirmed with the successful bidder prior to manufacture.

• Verify all site measurements before fabrication.
• Manufacture, supply, and deliver cupboards as per technical specifications.
• Supply and install selected countertops (granite or Formica).
• Install all hardware and accessories (e.g., hinges, handles, drawer runners).
• Ensure proper levelling, alignment, and secure fixing of all units.
• Seal all joints and exposed edges.
• Remove rubble and leave the site clean.

• Materials must meet technical specifications: 18mm melamine, 2mm PVC edging, soft-close hinges, heavy-duty drawer runners (minimum 35kg load), etc.
• All workmanship is subject to a minimum 12-month warranty.
• Quality assurance includes inspection of dimensions, finishes, edge sealing, and hardware functionality before handover.
• Units must be rigid, square, structurally sound, and free from defects.

• Complete the pricing schedule as per the RFQ tables, listing each item, quantity, unit price (R), and VAT (15% for VAT-registered vendors).
• Total price excludes VAT; VAT is added for VAT-registered bidders only.
• No alternative offers or options are accepted.
• Items include cupboard installation, carpentry work, countertops (granite or Formica), and accessories (e.g., handles, silicone sealing).

• Complete the pricing schedule in Rand (R) as per the RFQ tables, listing each item, quantity, unit price, and VAT (15% for VAT-registered vendors).

• Enterprise questionnaire: complete and submit, covering VAT registration, CIDB registration, CSD number, and details of sole proprietors/directors.
• Returnable documents: SBD 1, pricing schedule, SBD 4, and SBD 6.1 (if applicable) must be fully completed and signed. Non-submission may lead to disqualification after a 7-day grace period.
• Conflict of interest: No persons employed by the State, or companies with directors who are State employees, may participate.
• Foreign suppliers: must meet RSA tax presence criteria (resident, branch, permanent establishment, or tax liability).

• Submit a complete Occupational Health & Safety (OHS) file before commencing work. The file must include:

• OHS plan.
• OHS policy.
• Baseline risk assessment.
• Relevant appointments (e.g., safety officer).

• All work must comply with the Occupational Health & Safety Act and SANParks safety requirements.
• Failure to provide the OHS file will result in disqualification.

• Works are located within the Tsitsikamma Section of Garden Route National Park, a protected area under the National Environmental Management: Protected Areas Act.
• All activities must minimize environmental impact and comply with SANParks environmental policies.
• Waste removal and site cleanliness are mandatory.

• Contract duration: 24 months.
• Payment terms: within 30 days of receipt of a correct invoice, as per the Public Finance Management Act (PFMA).
• Contract includes standard clauses on termination, penalties, and confidentiality.
• Compliance with the Protection of Personal Information Act (POPIA) is required.
